Industrial Training Institutes (ITIs) in India will award certificates to its candidates in convocations. This is how union ministry of skill development and entrepreneurship(MSDE) will treat young technical aspirants in future. Driven by vision of PM Narendra Modi to have skilled India, ministry will also strive to make skilling aspirational to youth, noted Rajiv Pratap Rudy, Minister of Skill Development and Entrepreneurship
Addressing students of Vikas Pre-University College on Saturday enroute Kasargod in Kerala for election duty there, Rudy said having education up to 10th standard and PUC is important but it will not make students employable. On the other hand, the 10 weeks of skills development training for students up to 10th standard, and 12 weeks for PUC students will give them necessary training and make them employable in case they drop out of regular schools after that.
Referring to a survey carried out by National Sample Survey Organisation(NSSO), Rudy said the skilled work force in India is a measly 4% as against a whopping 96% in South Korea. Nations such as USA, UK and Japan have skilled work force of 50%, 68% and 80% respectively, he said. The present government under Modi which set up a separate ministry for this for the first time since Indian independence is creating the right ecosystem to nurture skilling programmes.
All skill based programmes have been brought under the National Skills Qualification Framework(NSQF), notified on December 27, 2013 which is a competency-based framework that organizes all qualifications according to a series of levels of knowledge, skills and aptitude. These levels, graded from 1 to 10, are defined in terms of learning outcomes which the learner must possess regardless of whether they are obtained through formal, non-formal or informal learning.
The ministry will also take steps to implement PMs Vision to have multi-skill institutes in India. While 1,500 such Institutes are in the process of being set up, India will be left with nearly 2,500-odd blocks that do not have ITIs, he said adding grant based skilling systems will be started for school/college drop outs. He added, the ministry has also taken steps to bring all the 13,000 government and private ITIs across India under its ambit to give necessary thrust to multi-skills.
