The State Government on Thursday decided to run its proposed Advance Skill Development Training Institutes (ASTIs) in available building soon. The ASTIs would impart skill training to around two lakh youths in a period of five years.
A decision to this effect was taken at the 1st general body meeting of the Odisha Skill Development Society (OSDS) held under chairmanship of Chief Secretary AP Padhi at the Secretariat here. Skill Development and Technical Education Secretary Laxmi Narayan Gupta and State Employment Mission CEO G Rajesh were present. Rajesh presented details of the project. Emphasizing on quality, Padhi directed to design the courses in alignment with National Skill Quality Framework (NSQF) to facilitate smooth migration between vocational training and general education. The department was advised to run the training in available buildings till completion of own building.
The meeting decided to constitute two sub-committees namely Civil Construction Sub-Committee and Procurement Sub-Committee to look into various technical and financial aspects. After the meeting, Gupta informed that the government decided to eight ASTIs at Angul, Balasore, Bhubaneswar, Berhampur, Jeypore, Bolangir, Jharsuguda and Rourkela out of which six would be on demonstration mode with major investment from the Government and two on public private partnership(PPP) mode.
These institutes would impart skill training in 142 courses of 12 priority sectors. The scheme targets to train two lakh youths, impart advanced & finishing skills to 50,000 ITI pass-outs and support skill training to 5,000 people for self employment. Besides, customized skill up-gradation training and certification would be provided to 25,000 skill workforce in their respective trades under Recognition of Prior Learning ( RPL) previsions. The project has been designed for five years, he said. Out of estimated cost of Rs 1,051 crore, the State Government would provide one-third and the rest would be availed from Asian Development Bank(ADB) as loan, he added.
