CAG report exposed failure of Gujarat Skill Development

According to a report, The Comptroller and Auditor General(CAG) slammed the Gujarat government for failing to successfully implement the skill development programme launched by PM Narendra Modi. The report stated that the state government has failed to keep its promise to employ at least 4.75 lakh youth every year after providing them skill training. The report also stated the reasons behind this failure saying “red-tape and lack of proper administration was the reason behind the failure of the project which reveals that the state government didn’t form any concrete rule to put the Skill Development mission in to action.”

This resulted in trainees not receiving proper training and employment, as promised by government even though government had set up 97 Industrial Training Institutes (ITIs) across the state. But till 2015, there was no increase in the number of students getting trained every year. The students were supposed to get training as an apprentice in industries after passing the exams at these institutes but only 37 per cent of the 1.63 lakh apprentices were absorbed into the workforce. Directorate of Employment & Training (DET) had formed 500 KVKs in villages across state to educate and train youths who had dropped out of school or colleges. Around 7.3 lakh people had joined the scheme but only 9 per cent of them were able to get employment.
