DGT, Ministry of Skill Development and Entrepreneurship notified modification in CTS under ‘Surrender-cum-Rehabilitation Scheme of Left Wing Extremists’

New Delhi : The Government of India has a comprehensive ‘Surrender-cum-Rehabilitation Scheme of Left Wing Extremists’ in the affected states to allow Left Wing Extremists (LWE) to return to the mainstream. The rehabilitation package inter-alia, include imparting training to the surrendered LWE youth in a trade/vocation of their liking or benefiting their aptitude and a monthly stipend of Rs. 6000/- each for a maximum period of 36 months.

The Government of India provides reimbursement of expenditure incurred by the LWE affected states on rehabilitation of surrenderees in this policy under Security Related Expenditure (SRE) scheme. The identification and rehabilitation of surrendered LWE youth for their eligibility under the scheme is scrutinized by the Screening-cum-Rehabilitation Committee constituted by the concerned State Government. The surrendered LWE youths, accordingly, undergo training in Industrial Training Institutes (ITIs) to secure any wage employment or gainful self-employment on successful completion of the course.

Taking cognizance of the aspiration of the surrendered Left Wing Extremists (LWE) youths in LWE affected states to join the mainstream and considering their inability to attain the required educational qualification for admission under CTS, the Government of India has found it necessary to calibrate the Skill Development Schemes to address their genuine concerns as well as to encourage and engage them in the national development process.

The Ministry of Skill Development and Entrepreneurship has, therefore, decided to bring in a new provision in the existing CTS scheme to the extent of its application for the surrendered LWE youth in the affected states as declared by MHA. The provision are as follows :

  1. The entry qualification for admission into these ITIs would be successful completion of a one year pre-ITI Foundation course.
  2. Seperate Curriculum would be prepared for the pre-ITI Foundation course. The curriculum would focus on basic literacy, numeracy, soft skills and life skills so as to fill the gap of regular academic attainment and capacitate the candidates to understand and assimilate the standard ITI curriculum.
  3. The location for delivery of the Foundation Program, basic study material, its assessment and certification shall be supervised by a Committee headed by the District Collector with SP, DEO, DTDO, DSWO,DLO and Principal of Government ITI-Convenor as its committee members.
  4. The ITIs selected for this kind of delivery, would be granted additional seats and all such admissions would be reflected on the portal as well.
