Position: Senior Specialist – Monitoring & Evaluation

Location: Delhi

Minimum Eligibility Requirements:
Educational Qualification: Master’s degree in Social Science, Management, and Education, Statistics or related field combined with extensive experience in similar responsible position in rural community is considered as equivalent. Ph.D. would be an advantage
Experience: 
— Minimum of 12 to 15 years’ of experience in leading large scale projects in a field related to rural development, livelihoods, agriculture promotion, and planning or project management which includes 5 years’ experience in M&E design and implementation at the project level in the development sector.
— Experience in the design and/or implementation of an M & E system in the Government/Government aided projects in India.
— Ability in designing of dashboard and decision support.
— Experience of conducting comprehensive researches based on quantitative and qualitative tools and ability in forecasting and projection required
— Quality Management in Training Organisation/ Skill Sector/ Educational Institutions would be an advantage
— Experience of working with UN agencies, MLIs and Institutional Donors in relation with project monitoring and evaluation would be an advantage

Skills required: 
— The Senior Specialist- M&E should possess excellent technical skills in socio-economic research and program and project performance assessment.
— Demonstrated experience in monitoring and evaluation of large scale development project activities.
— Very strong planning, system development and organizational skills, including results orientation.
— Demonstrated ability and experience of coordinating/networking with a variety of government officers, professionals, communities, CSOs, NGOs and other stakeholders.
— Self-driven, self-motivated with an entrepreneurial ability to drive quality across the ecosystem.
— Ability to function effectively as a team leader and team member interchangeably
— Gender sensitivity
— High level of integrity and honesty
— Ability to understand and consistently apply organizational policies and procedures in work.
— Experience on planning, monitoring and evaluation of community based projects will be essential and having good computer knowledge on database software (like MS Excel, SPSS, GIS) will be desired

— Ability to undertake field visits.
— Ability to work under pressure and tight deadlines.

Objectives of the Assignment: 
The primary objective of the Senior Specialist- Monitoring and Evaluation, is to serve as the main thematic expert for all monitoring and evaluation related activities for the project and address the quality of concurrent monitoring of the programme, essential to ensure timely review and corrective action so as to achieve programme outcomes and targets. The M&E Specialist’s responsibility is to strengthen the implementation of monitoring and evaluation of all the project activities to be conducted in accordance with the Standard operating procedures of the Project and to achieve the program outcomes.

Role and Responsibilities:
The assignment would involve work on:
Support for Preparation and Appraisal of SPIPs and AAPs:
— Provide technical assistance to the states in the preparation of State Perspective and Implementation Plan (SPIPs) of all Mission states.
— Capacitate the state team and the states to implement the approved Action plans and achieve targets including effective utilizations of program support costs.
MIS, Reporting and Analysis
— Institutionalize MIS collation by State Point of Contact (SPOCs) as well as the M&E
— Transition multi-modal data collection to a single true mode
— Train and capacitate NMMU as well as states in timely, accurate MIS provision
— Institutionalize Reporting, Analysis and Decision Support across the Eco-systems, including rating and grading of PIAs, States, CTSAs and program performance as well as decisions relating target reductions.
— All other activities to strengthen the quality and usage of MIS systems
IT based MIS
–Review and provide functional and technical inputs
Process Monitoring
— Facilitate adoption of third party process monitoring by the states by organizing workshops, preparation of sample TORs, design of sampling methodology and provision of onsite support to the states.
— Undertake periodic Process monitoring checks across stakeholders and ecosystems
Community Monitoring
— Support the states in the institution of community monitoring systems (self-monitoring, inter-institutional monitoring, social audit and score card).
Impact Evaluation
— Provide support to the states in commissioning external baseline and follow-up studies to assess the changing rural livelihoods situation including support for choice of appropriate evaluation methodology, sample design, design of TOR, procurement of external agencies and conduct of the study.
Thematic Studies
— Provide support to states for conduct of thematic studies on quality of SHGs, financial inclusion, livelihoods and such other areas by external agencies in terms of providing support for design of TOR, procurement of agencies and conduct of the study.
Institutionalize M&E and MIS
— Establish Review schedules for quantitative, qualitative, process and thematic analyses including surprise field checks, surveys and research.
— Systematize Monthly Reporting, Analysis and Decision Support.
— Ensure delivery as per schedule
— Undertake training programs along with CTSAs and state SPOC s for effective institutionalization. Establish TNA and training implementation.
— Review organization and HR structure for augmentation, as needed including budgetary resources.
Others 
— Co-opt Partnerships, funding resources including CSR for strengthening M&E
— Any Other Activity
— Any other task that may be assigned from time to time  
Schedule & Location
— The Senior Specialist –Monitoring and Evaluation, shall be appointed on contract for a period of one year. The tenure is extendable on mutual agreement. The role shall be based out DDU-GKY office in Delhi and may be required to travel to other offices in States as required.
Reporting
The Senior Specialist –Monitoring and Evaluation shall report directly to:
COO-Skills (Or any other person assigned by the Ministry).
Rural Skills Division, Ministry of Rural Development, New Delhi, INDIA.
Or to any other person assigned by the Ministry.

About DDU-GKY: (Terms of Reference – Senior Specialist – Monitoring & Evaluation)

The Ministry of Rural Development (MoRD), Government of India, is implementing a placement linked skill development program called the DDU-GKY – Deen Dayal Upadhyaya Grameen Kaushalya Yojana (erstwhile known as the Aajeevika Skills Program). The vision of DDU-GKY is “Transforming Rural Poor Youth into Economically Independent and Globally Relevant Workforce”.

DDU-GKY aims to achieve this vision with an inclusive agenda, standards-led delivery focused on industry requirements and its outreach that makes skills acquisition aspirational amongst the rural poor, thereby helping to create an empowered and productive workforce.

DDU-GKY is unique in its focus and approach to skilling. It is the only national level program that is fully focused on youth from poor rural families to ensure that the majority of the potential demographic dividend which resides in the villages of the country are equipped with skills to participate in economic growth of the country. In its design and mandate DDU-GKY gives priority to disadvantaged groups such as the SC/ ST/ women/ minorities and people with disability (PWD), victims of human trafficking and particularly vulnerable tribal groups (PVTGs) and other such vulnerable groups.

DDU-GKY has many “firsts” to its credit. It is the first program to launch “Roshni” which is a placement linked skill training program aimed at rural youth in left-wing extremist (LWE) districts of the country. Similarly, DDU-GKY is a pioneer in launching “Himayat” aimed at providing skills and employment to the youth of Jammu and Kashmir. Both of these programs have been highly appreciated by all stakeholders and have now become the norm for providing productive alternatives in conflict areas. DDU-GKY also has been pioneer in setting the very first standards for infrastructure and processes for skill delivery in the country, supported by a quality framework that puts self-regulation at the heart of its quality policy. In its objective to benchmark skills to global standards, DDU-GKY has also been the first mover to introduce information technology supported by tablets for every trainee, soft-skills and English language delivery.

DDU-GKY is implemented through a 3 tier structure with MORD at the apex as the policy making, facilitation and coordination agency; the State Skill Missions (SSMs) / State Rural Livelihood Missions (SRLMs) as the state level nodal implementation support agencies and external organizations (Corporates, Societies, NGOs, Private Skill Training providers) as Project Implementation Agencies (PIAs) who serve as the skill and placement providers under the program.  The DDU-GKY envisages a central role for SSMs/SRLMs in driving program delivery, its quality and outcomes. DDU-GKY mandates a concurrent process though Standard Operating Procedures supported by MIS systems. These are currently supported by manual system for program level monitoring and evaluation.
