Plan India recruiting for the post of Technical Advisor – Livelihoods

Contract Duration: 3 year fixed term contract
Level Of Contact With Children: 2 (Sporadic or occasional contact with children)

Location: New Delhi

Minimum Eligibility Requirements:

Educational Qualification: Master’s degree in development studies/economics/sociology or relevant discipline
— Minimum of 12 – 15 years of professional experience in designing and implementing Livelihood Initiatives and understanding of Household Economic Analysis Approach.
— Demonstrated experience of working with senior stakeholders from Government agencies, international organisations, donors, academics etc.

Skills required: 
— Demonstrated understanding of key issues in the fields of livelihood/skills development/microfinance and food security.
— Excellent communication skills, including fluency in written and spoken English and strong interpersonal and advisory skills.
— Ability to use software programmes such as Microsoft Word, Excel, and PowerPoint etc.)
Compensation and Employment:

Job Overview: Under the current Country Strategic Framework (2015-2020), implementation of livelihood component is considered as one of the strategic objectives for economic empowerment and reducing poverty.

This position is a technical specialist that is responsible for providing the overall thought leadership on the thematic area, both at the national and international levels, as well as for the preparation and delivery of regional thematic strategies/ priorities. This position is also responsible for providing technical guidance for programme design and implementation, ensuring the capacity building of Plan’s programme implementation staff as well as its partners, providing technical guidance for the development of proposals and concept notes for grants and advocating for national policies to support the thematic goals and objectives.

Roles and Responsibilities:
> Strategy Development and Programme Design
— Provide technical support to the design of Livelihood Strategy, which is line with Plan India’s Country Strategy Framework, national policy and international best practices.
— Develop technical guidelines and modules for taking forward the natural resource management, microfinance and skill development components.
— Provide technical oversight of existing livelihood initiatives.
— In coordination with Emergency/DRR team and other staff support in preparing Emergency Preparedness Plans and ensure targeted responses to food insecurity. If required, support emergency responses.
— To represent Plan India and participate in the development of the regional strategy for the thematic area at the ARO/ IH levels
— To lead the designing of effective programmes in the thematic area based on the programme implementation requirements of various states
— To ensure alignment between Plan programmes with the government policies/ programmes, other social welfare schemes and socio-economic scenarios in the regions
— To guide the selection of priority/ focus districts for programmes in the thematic area, as required
— As a core member of the Technical Advisory Group (TAG), to provide inputs on topics such as national development priorities, scope for innovations, results-based monitoring and evaluation, fundraising, communication and branding, and fiduciary issues

> Technical & Programme Implementation Support
— To guide the partner selection process by conducting/ reviewing thematic assessment of partners
— To review the Job Descriptions prepared for the positions to be recruited as well as the recruitment process of these positions as a part of the new programmes, if required
— To guide the rollout of new projects by the PI team in the states and provide necessary guidance as required
— To provide technical support to the Programme Implementation team for programme implementation at the Regions and States
— To review and give feedback on the information, education and communication (ICE) materials developed related to the thematic area
— To review the training modules and materials designed for capacity building
— To support the capacity building of programme coordinators (thematic) at the states, partners, Government representatives and other CSOs as required
— To strengthen Plan programmes in the thematic area and ensure that these are consistent with Plan’s Child Centred Community Development (CCCD) approach and the CSP
— To guide the research team in the documentation of the best practices being implemented as a part of the programmes in the thematic area and share these through publications, papers, etc.
— To recommend best practices in the thematic area to the implementation team and ensure that these practices are being used
— To lead programme review meetings, as necessary

> Advocacy & Networking
— To showcase Plan India’s thematic expertise at various technical committees of the Government, national, regional and international networks and forums, inter-agency groups, etc.
— To write and publish thematic papers and present them in various forums
— To guide the creation of knowledge hubs in each state for the particular thematic domain to enhance state level engagement with the government and CSOs
— To provide high-level technical consultation on the thematic area to the Government ministries, UN Agencies, etc.
— To review the policies and gaps at the national and state levels and guide the preparation of thematic inputs for Advocacy
— To advocate for policies that support the achievement of the thematic goals and objectives and build alliances in government, NGOs and community groups towards achievement of these goals
— To participate in global surveys and input into the Global advocacy & Policy related for a/ platforms.

> Development of Concept Notes & Proposals
— To guide the development of proposals and concept notes by providing technical inputs programmes pertaining to the thematic area
— To communicate with the donor to understand their programme requirements
— To review the proposals drafted and provide required feedback and comments on the same
— To ensure that the donor’s feedback is incorporated into the final proposal submitted
— To support the Fundraising team in conducting meetings and presentations to prospective donors and provide technical support for thematic high level issues resolving.

> Research & Evaluation
— To review the reports to be submitted to the ARO/ IH in their respective formats as required
— To support primary/ secondary researches to identify innovative programme implementation processes and practices to increase the overall quality of the programmes in the thematic area
— To guide the development, design and pilot of new programmes in the thematic area to ensure far-reaching impact and approach potential donors for new grant opportunities
