National Backward Classes Finance and Development Corporation (NBCFDC) is a Government of India Undertaking under the aegis of Ministry of Social Justice & Empowerment. Authorized share capital of NBCFDC is Rs.1500 Crores against which the Ministry has so far released Rs.1314.00 Crores. NBCFDC was incorporated on 13 January, 1992 under Section 8 of Companies Act 2013 (earlier Section 25 of the Companies Act, 1956) as a Company not for profit with an objective to promote economic and developmental activities for the benefit of Backward Classes and to assist the poorer sections of these classes in skill development and self-employment ventures. As a part of its objectives, NBCFDC facilitates Skill Development Training Programme (SDTP) to its target groups.
Partnership with Govt. Training Institutes/Sector Skill Councils/Credible Training Partners of NSDC for imparting Skill Development Training ensuring NSQF & Common Norms of Ministry of Skill Development & Entrepreneurship (MSDE)
1. Through its Notification No. NBCFDC/SD/SDTP/2019-20 , Expression of Interest is solicited from the eligible parties to execute the Skill Development Training Programme (SDTP) scheme of NBCFDC in the form of concrete proposal as per enclosed format. (Click Here to download Application Format)

2. All training partners are required to ensure the compliance of National Skill Qualification Framework (NSQF) & Common Norms issued by MSDE amended from time to time.
3. The training institutions should be under the aegis of Central or State Government with adequate and approved training facilities and infrastructure. Additionally all Sector Skill Councils (SSCs) constituted by NSDC under MSDE may also submit proposals subject to their having entered/agreeing into an MOU with NBCFDC.
4. It is explicitly stated that NBCFDC will not directly entertain proposals from NGOs & other private organizations who may participate in the SDTP through relevant SSCs/Govt. Training Institutes. However, with a view to cover special areas of skilling especially where the concerned SSCs are not active or not associated with NBCFDC, the Corporation at its discretion may consider proposal of reputed Training Partners having its own building and related infrastructure facilities for conducting skill training, affiliated with NSDC and having a credible record of skilling persons in such job roles followed up by their gainful employment.

The Training Institutes/Sector Skill Councils will adhere the guidelines of Pradhan Mantri Kaushal Vikas Yojna (PMKVY)/Common Norms of MSDE for training venue, mobilization of trainees, assessment/re-assessment, Certification, Placement, Monitoring, eligibility of training partners and training of trainers (TOT) etc.
6. Stipend Payment – In terms of NBCFDC SDTP Scheme, Fresh skilling course envisage payment of stipend of Rs.1000/- per month to the beneficiaries fulfilling 80% attendance criteria, through DBT, subject to availability of funds. The SSCs/TIs will be responsible for ensuring the said disbursement for which an additional 20% (over and above 30% initial payment) will be disbursed to SSC/TI. Similarly in case of reskilling/upskilling the onus of transfer of the stipend amount, as included in the course fees, to the trainee will lie on the SSC/TI. The reimbursement of stipend paid will be done to SSC on submission of Statement of transfer of stipend on actuals.
7. SELECTION OF BENEFICIARY TRAINEES – Identification of beneficiaries should be carried out by issue of advertisement in print media and other such manner & holding of selection camps under intimation to NBCFDC and the nominated State agency at least one week in advance. Alternatively the SSC/TI may also identify available artisan clusters taking help of State Channelizing Agencies of NBCFDC and other Government agencies especially for undertaking upskilling-reskilling programme for such persons at convenient locations & time schedule so that their livelihood is not affected.
8. 70% wage & self-employment of trainees and/or wage enhancement as stipulated in clauses 4.1 to 4.2 of Common Norms should be ensured by training institutes. In this regard NBCFDC after consultation with its administrative Ministry is not keeping any mandatory %age for wage employment with the 70% stipulation.
9. Details of wage employment and self-employment be provided in the prescribed format and would be uploaded on the relevant portal of NBCFDC and Training Organization.
10. Training Programme shall be executed directly by affiliated TPs of SSCs. Any further outsourcing by the affiliated TPs of SSCs is strictly prohibited and occurrence of same once noted by NBCFDC, is liable to result in corrective measures including but not limited to cancellation of the said training programmes at the risk and cost of the SSC/TI.
11. The submission of proposals will not entitle the applicant for award of training programmes or any specific numbers and decision of NBCFDC will be final and binding in this regard.
12. In case of non-submission of UCs and other documents for all earlier payments made by NBCFDC upto first installment against sanction of 2018-19, the concerned SSC/TI will not be considered for fresh sanctions.
13. In view of the impending elections, TIs/SSCs as a part of preparation & submission of proposals
are advised not to undertake any such activity which may tantamount to violation of the Govt.
Guidelines on Modal Code of Conduct.
14. Preference will be given to those SSCs/TIs who are willing to undertake skill training with a pan India coverage in a time bound manner giving specific emphasis to training of artisan clusters belonging to our target group. Towards the same, NBCFDC will in addition to scrutiny of the proposal submitted, also rely on the past performance of the SSC/TI.
15. NBCFDC looks forward to proposals of fresh training, Reskilling & Skill Upgradation courses for target group youth and artisan clusters already engaged in an occupation with experiential training. Given the prevalent marginalization of rural artisans & women, preference will be given to Reskilling & Skill Upgradation courses for artisan clusters as also gender specific skill programmes for women beneficiaries leading to their gainful wage/self-employment.
16. NITI Ayog, Govt. of India has identified 117 Aspirational Districts and special emphasis has been given on overall development of these districts. Proposals for conducting Skill Development Training Programmes in Aspiration Districts will be therefore given due consideration by NBCFDC, while sanctioning of skill training programmes.
17. Govt. of India is focusing on overall development of all North-Eastern states. Proposals for conducting Skill Development Training Programmes in North-Eastern region specifically in the clusters under development by NBCFDC will also be therefore given due priority by NBCFDC, while sanctioning of skill training programmes.
18. Preference will also be given to the proposals having convergence/cost-sharing with other schemes including NAPs, thereby reducing the total training cost share of NBCFDC.
