West Bengal Minorities Development and Finance Corporation (WBMDFC) invites Expression of Interest (EOI) for Empanelment of Training Providers for Skill Development Training – Stenography in English with Application of Computer. (Both Ladies & Gents)
Background:
The West Bengal Minorities’ Development and Finance Corporation (WBMDFC), A Statutory Corporation of Govt. of West Bengal takes up various schemes for Economic Welfare, Scholarships, mass awareness for person belonging to the notified minority Communities i.e, Muslim/Christian/Buddhist/Sikh/Jain and Parsee for their economic up liftment. WBMDFC organizes various Skill Development Training for up-gradation of the skills. WBMDFC also provides pre-recruitment Training for various competitive examinations conducted by Central and State Government, to the minority youth belonging to the state of
West Bengal through reputed institutes
Objective: The main objective of the programme is to equip the minority eligible candidates with professional Skill Training in English Stenography with Application of Computer to improve their ability to participate successfully in competitive examination for the post of English Stenographer of various Government Offices both State & Central and Private Organizations. To achieve its objectives, WBMDFC proposes to prepare a panel of Quality Training Providers whose services can be used to impart Skill Development Training in English Stenography with Application of Computer to the minority candidates (both Ladies &Gents) belonging to the State of West Bengal.
The Training programme will be conducted in Kolkata and in the Districts across the state of West Bengal. The interested Agency should indicate the Centre for which they are applying for Training.
These Training Providers (TP) are expected to follow the Training modules as prescribed by Management & Entrepreneurship and Professional Skills Council (MEPSC) and as per the NSQF norms. TP will also train the individual trainees for appearing in the personal interview so that every trainee trained by them is able to qualify in the selection examination.

Scope of Work:
Providing Skill Development Training in English Stenography with Application of Computer to the minority candidates belonging to the State of West Bengal
- To conduct Training and to prepare candidates for Stenographer Recruitment Examination and for personal interview.
- The Training provider shall be responsible for overall monitoring and supervision of the training programme supervision of daily classes, all mock tests, attendance record (Biometric) of each students and arresting dropouts etc. The Training Provider will maintain close liaison with the District Administration / WBMDFC on a regular basis and do & act as per the advice and instruction of District Authority and WBMDFC. The Training provider will remain responsible and liable for the Training programme under this e-EOI. The Training Provider would be solely responsible for the security of all the students at the training centre. Laps of security services shall not be accepted at any cost and excuse.
- The Training programme will be conducted at the identified / prescribed venue in Kolkata and also in the districts of West Bengal. Change of venue without the approval of WBMDFC will not be allowed. If such incidents happens, no payment shall be made for the period of such Training. A Course Co-ordinator at each Centre must be designated by the Training Provider.
Eligibility:
- A company / partnership / proprietorship / society / trust registered under the Societies Registration Act, 1860 / Companies Act,2014 or any other relevant/Act of the State/Union Territory. Certificate of Incorporation/registration or trade license (only for proprietorship) or other registration document containing date of incorporation shall be submitted. The registration of at least three years will be required in respect of the institute/organization/implementing agency desiring to apply for this empanelment as on the date of notification.
- Financial capability:
- The applicant should have a positive net worth as on 31.03.2025.
- Annual Turn over from conducting Training Programme during the last three financial year (FY 2022-23, FY 2023-24 & FY 2024-25)
- Audited P&L / Income Statements for the year’s 2022-23, 2023-24 and 2024-25. Certificate from auditors / chartered accountants to be submitted as per Annex. 5.
- Technical Capability & Infrastructure Availability:
- The Training Institute should have been fully functional and should have minimum three years experience of imparting Training for Skill Development in the area of English Shorthand and Typing with Computer Application.
- The applicants should have trained a total of at least 100 candidates per year during the last three financial years (FY 2022-23, FY 2023-24 & 2024-25) or atleast 150 students in last FY 2024-25.
- A list of trainees trained during the appropriate period in a non-editable PDF file as per format given in Annex. 6 shall be submitted with the proposal online. Supporting documentation maybe verified at the time of Inspection.
- The Institute should have the required number of qualified faculty members either on its pay roll or on part-time basis.

- The Institutes must have a primary centre with necessary infrastructure for Training such as premises, class room at least to accommodate 25-30 candidates per batch, computer, printer internet, Chair, Table, Black Board, white board with marker pen, library, purified drinking water, separate Toilets for ladies, sound system, & all other relevant facilities for providing such Training. Engagement of supporting staff, sweeper, cleaner, peon and Local Management
Services shall also be provided properly. - Training institutes should have a good track record of success. Institute having better success rate will be given priority.
- The Institutes must have a primary centre with necessary infrastructure for Training such as premises, class room at least to accommodate 25-30 candidates per batch, computer, printer internet, Chair, Table, Black Board, white board with marker pen, library, purified drinking water, separate Toilets for ladies, sound system, & all other relevant facilities for providing such Training. Notes:
- No Applicant shall submit more than one Application for this e-EOI.
- The Applicant shall be responsible for all of the costs associated with the preparation of their Applications.
