Damodar Valley Corporation (DVC) invites bid from the eligible bidders in e-Tendering mode [Single Stage – Three envelopes basis] for “SELECTION OF PRIVATE TRAINING PROVIDER (PTP) FOR OPERATION OF INDUSTRIAL TRAINING INSTITUTE (ITI), CHANDRAPURA, DVC”.
Background:
Damodar Valley Corporation, having its Headquarters at DVC Towers, Kolkata -700054. The Authority is committed towards developing an industrial training and skilling environment wherein the ITI graduate’s workforce is equipped with employable technical skills and industry knowledge to contribute towards the industrial and economic growth of the state and the nation. The Authority intends to attract Private sector participation to operate ITI Chandrapura, with an aim to impart quality education and training in ITI courses as per National Council for Vocational Education & Training (NCVET) norms, while concentrating on imparting relevant trainings through their expertise in the concerned fields.
Scope of Work:
Operation of the ITI:
- Agency/ Contractor (successful bidder awarded the contract) has to operate the ITI for imparting training to the Fitter, Electrician and Welder trade students. The admission criteria and fee structures of these students will be determined by DVC and fees so collected on behalf of DVC shall be transferred to DVC.
Further with consent of DVC, and having approval/ sanction of competent authority (NCVET & others as may be applicable), the agency may operate additional courses( technical/ non-technical) under CTS/ NCVET (NQR) or any other emerging/ new-age technology course or other short-term vocational trainings, subject to filling of 75% seat and without affecting the running of the three mentioned trades (viz. Fitter, Welder, Electrician). For the additional courses, NQR Registered courses are preferred. The fee structure of these courses shall be limited by upper ceiling limit as per relevant Govt issued directives / guidelines. Agency may utilize the existing infrastructure and equipment for conducting such programs. However, these programs should not affect the regular operation of the institutions and preferably, run outside of the regular training hours or in vacant spaces. Students enrolled in regular sessions under the ITI cannot be admitted under vocational trainings in parallel.
The program and shifts are to be conducted as per applicable syllabus prescribed by the regulatory authorities.
The items of equipment and other furnishings, etc. that are required to operate the courses are to be arranged by the agency and should be as per the norms of affiliation of NCVET, etc. However, existing items of equipment already in facility (Annexure-A) will be allowed to be used by the agency. The agency will be responsible for safe custody and after contract completion return such items. Items that are arranged by the agency may be taken back by the agency after end of contract. - The total sanctioned seats is 300 (three hundred) presently and running in shifts with unit seat count of 20. Agency has to run ITI in three shifts (03) operation as per guidelines of NCVT/ DGT.
- The agency will be responsible for the registration of trainees on NCVT Portal, arrangement of placement facilities, and upkeep of classroom, office room and workshop.
- For the purpose for which Agency will have to engage teaching staff, non-teaching staff, support staff (for cleaning, gardening, security, etc.) as per requirement and complying with the prescribed norms of DGT, NCVET, etc.
- All teaching and non-teaching staffs required for running the ITI will be the liability of the agency and DVC will not be responsible in any way whatsoever in this regard. Wages of staff shall comply norms of DGT/ NCVET.
- Agency shall be responsible for accommodation for manpower. However subject to availability, DVC may on chargeable basis as applicable to an outsider provide accommodation facilities to employees of the agency.
- Agency shall comply with the directives issued by DVC time to time.
