Empanelment of Consultants for Desk Assessment and Physical Inspection of ‘Training Providers and Training Centre’s for Accreditation & Affiliation and Continuous Monitoring

National Skill Development Corporation (NSDC),  invites proposals to provide the following consulting services (hereinafter called “Services”): “Empanelment of Consultants for Desk Assessment and Physical Inspection of ‘Training Providers and Training Center’s for Accreditation & Affiliation and Continuous Monitoring” More details on the Services are provided in the Terms of Reference (Section 7).

 A firm will be selected under Least Cost Selection (LCS) procedures and in Full Technical Proposal (FTP) format as described in this RFP, in accordance with NSDC Procurement Guidelines.  The RFP includes the following documents (Click Here for Free Download of RFP Document):

Submission

The Consultant shall submit a signed and complete Sealing, and Proposal comprising the documents and forms in accordance Marking of with Clause 10 (Documents Comprising Proposal). The Proposals submission can be done by mail or by hand. If specified in the Data Sheet, the Consultant has the option of submitting its Proposals electronically. The Proposals must be submitted no later than 25th June 2019 Time: 15:00 hrs IST (Indian Standard Time)

A Proposal submitted by a Joint Venture shall be signed by all members so as to be legally binding on all members, or by an authorized representative who has a written power of attorney signed by each member’s authorized representative. Any modifications, revisions, interlineations, erasures, or overwriting shall be valid only if they are signed or initialed by the person signing the Proposal.

The signed Proposal shall be marked “ORIGINAL”, and its copies marked “COPY” as appropriate. The number of copies is indicated in the Data Sheet. All copies shall be made from the signed original. If there are discrepancies between the original and the copies, the original shall prevail.

The original and all the copies of the Technical Proposal shall be placed inside of a sealed envelope clearly marked “TECHNICAL PROPOSAL”, “[Name of the Assignment]“, reference number, name and address of the Consultant, and with a warning “DO NOT OPEN UNTIL [INSERT THE DATE AND THE TIME OF THE TECHNICAL PROPOSAL SUBMISSION DEADLINE].”

Similarly, the original Financial Proposal (if required for the applicable empanelment method) shall be placed inside of a sealed envelope clearly marked “FINANCIAL PROPOSAL” followed by the name of the assignment, reference number, name and address of the Consultant, and with a warning “DO NOT OPEN WITH THE TECHNICAL PROPOSAL.”

The sealed envelopes containing the Technical and Financial Proposals shall be placed into one outer envelope and
sealed. This outer envelope shall bear the submission address, RFP reference number, the name of the assignment,
Consultant’s name and the address, and shall be clearly marked “DO NOT OPEN BEFORE [insert the time and date of the submission deadline indicated in the Data Sheet]”.

The opening shall take place at “same as the Proposal submission address” on  25th June 2019 Time: 16:30 hrs IST (Indian Standard Time). Bidders who choose to attend proposal opening may visit
