NSDC Invites RFP From Consulting Firms To Setup PMU

The National Skill Development Corporation (NSDC) is now inviting consulting firms to set up a Project Management Unit PMU that will assist in carrying out some of its main programmes through this Request for Proposal (RFP). The broad scope of work is shared below. These points are only indicative, and NSDC may ask the selected consultants to take up additional tasks as required.

Scope of Work:

  • Project Management Support for schemes implemented by NSDC: As the implementation arm of the Ministry of Skill Development and Entrepreneurship (MSDE), NSDC is responsible for implementing flagship skill development initiatives across the country. These include schemes such as PMKVY, NAPS, PM Vishwakarma, and other programs. A part of NSDC’s role involves working closely with State Governments and State Skill Development Missions (SSDMs), to ensure effective rollout and outcomes on the ground.
    • Roles and Responsibilities:
      • Supporting NSDC in developing a dynamic system to prioritize sectors to impart skill training by assessing the labour market indicators. This will include assessing the sectors that have the potential to offer employment to India’s youth,
      • Create a monitoring setup to regularly check how training institutions are performing, including defining KPIs for training partners.
      • Support NSDC in drafting the rules and conditions used for distributing training targets.
      • Help NSDC prepare clear guidelines and standard operating procedures for running the schemes.
      • Work with NSDC to look at new and practical ways of delivering the schemes that can improve training results. Support NSDC in increasing the participation of establishments in NAPS, especially MSMEs and CPSUs. Specifically on promoting apprenticeship, the bidder will be expected to develop a plan specific to the needs of i. engaging large enterprises and their vendors; ii. MSME clusters; iii. Oversea and smoothen contract lifecycle; iv. Coordinate with the technology team to smoothen the workflows on the apprenticeship portals
      • Analyse data and help track the performance of the scheme The bidder will be required to help NSDC in developing a query/grievance redressal mechanism for all schemes and ensure that smooth operations of the schemes.
      • Support NSDC in engaging with State Governments and State Skill Development Missions for effective implementation of skill development schemes. The Bidders will be expected to help NSDC in ideating and respond to State level skilling requirements.
      • Provide support to NSDC for rollout and implementation of NSDC initiatives at the State level.
  • Organization re-design and culture transformation: In line with its strategic and growth priorities, NSDC aims to review its organisation structure to drive sharper execution focus, higher agility, clear accountability and faster decision making. The change will also require a review of our existing culture and supporting a culture transformation journey through identifying and executing appropriate interventions.
    • The bidder will be responsible for:
      • Organization review and redesign covering leadership, managerial and individual contributor roles. Support the creation of a robust project-based organisation with sharper accountabilities
      • Identifying changes in job bands, roles and KRA/KPIs to support implementation of the new structure
      • Recommending the right manpower requirements for different parts of the organisation Mapping of the as-is culture of the organisation
      • Building and implementing strategies for culture change as per agreed culture change roadmap
      • Ongoing implementation support of the project-based organisation including monitoring of KRA/KPI target achievements for key role holders

  • Events, roadshows and campaigns: To manage such events, roadshows and campaigns, it will be critical to have a dedicated team that works with the various programme verticals and develops a calendar of such initiatives and delivers the same professionally.
    • Scope of work: The bidder is expected to carry out the following tasks:
      • In consultation with NSDC programme teams, develop a calendar of events, roadshows, and campaigns.
      • Work with the NSDC team and the vendor network on branding, content collation and managing the logistics.
      • Support in developing standard procedures for such events.
      • Provide execution support to the NSDC team to deliver such events. 
  • Skill India Digital Hub: Skill India Digital Hub involves leveraging digital platforms and tools to democratize learning, assessment, jobs, and apprenticeship to anybody and everybody interested in up-skilling or cross-skilling. This approach allows individuals, particularly those in remote or underserved areas, to access quality training. Skill India Digital Hub also acts as a platform where the government can enable schemes with an aim to encourage skilling and learning
    • Scope of Work: The consultant will provide PMU services to NSDC on achieving the vision of the Skill India Digital Hub. The selected agency will be responsible for supporting NSDC in managing SIDH and ensure greater offtake of the solutions available on it. The team will support the SIDH team specifically on the following:
      • Perform the overall program office functions, for both the functional and technology components.
      • Work with the NSDC and MSDE technology team to formalize the development plan and
        key performance parameters for different vendors.
      • Support NSDC in onboarding development partners and monitor the timeliness and quality of delivery of other SIDH partners.
      • Responsible for creating the solution architecture for the different aspects of the platform.
      • Responsible for the development and quality of deliverables from the development and partner community
      • Ideate and assist NSDC with planning the additional functionalities that may be required on SIDH, develop a plan for enhancing these functionalities and developing the functional requirements for the same. 
      • Review the current status of partnerships and facilitate partnerships that help in creating the ecosystem that will be required to enhance the solutions offered.
      • Provide NSDC with project management support to help manage various other vendors who are contributing to various functionalities on SIDH, such as data analytics, security, UI & UX etc.
      • Review the processes and suggest process improvement and simplification on SIDH.
      • Assist in onboarding of ecosystem players
  • Supporting the operations of NSDC International: NSDCI aims to help smoothen the journey of candidates seeking employment opportunities globally and has been instrumental in skilling youth for global markets.
    • Scope of Work: The bidder will be responsible for the following services:
      • Conduct research on destination markets and analyze trends to help identify the skills desired in the destination countries and help NSDCI prioritize its skilling programmes to deliver skills that are in demand.
      • Assist NSDCI in prioritizing countries, sectors and job roles.
      • Support NSDCI in establishing a feeder system/talent pool for the destination countries in some of the priority sectors.
      • Help NSDC and NSDCI in establishing and operationalize the Skill India International Centers across the country.
      • Establish partnerships with key ecosystem players such as foreign language service providers, Recruitment Agents, assessment and certification agencies aligned to destination countries, bridge training providers etc.
      • Strengthen the digital backbone to support NSDCI in strengthening its operations.
      • Create a mechanism to seek feedback from youth who have transitioned to the destination countries.

Duration of assignment:

The duration of assignment shall be Three (03) years from Letter/E-mail of Intent/ start of agreement (The initial term of the Contract shall be for a period of two (2) years from the Effective Date. Thereafter, the Contract may be extended for an additional period of one (1) year, subject to satisfactory performance of the Bidder and upon approval by the Competent Authority, on the same terms and conditions or as may be mutually agreed in writing). The Purchase Order (PO) will be issued on an annual basis (for a period of one year). The performance of the Service Provider will be reviewed by the client at the end of each year, and subsequent Purchase Orders for the following year(s) will be released based on satisfactory performance, as determined by the client.
