Directorate of Technical Education and Training (DTE&T), Odisha, operating under the administrative control of Skill Development & Technical Education Department, Government of Odisha, looks after technical education at Technical Institutes/Colleges, Diploma and formal CTS training at ITI level. The goal of the DTE&T is to impart quality skill development training to build a knowledgeable workforce to cater to the demand of the labour market. DTE&T invites RFP proposal from eligible bidders for “Selection of Agency for Setting up State Program Monitoring Unit (SPMU) for implementation of Pradhan Mantri Skilling and Employment Transformation through Upgraded ITIs (PM-SETU) in DTE&T, Odisha.

Objective: The objective of the proposal is to engage a State Program Monitoring Unit (PMU)to oversee program implementation at the State level and to provide technical and executive support as needed to the State Steering Committee (SSC) and ensure the program stays on track by bringing competency in Selection of Agency for Setting up State Program Monitoring Unit (SPMU) for implementation of Pradhan Mantri Skilling and Employment Transformation Through Upgraded ITIs (PM-SETU)in DTE&T, Odisha implementation of the scheme (PM-SETU) by innovation, best practices, focusing on key result areas, and timely delivery.

Scope of Work: The indicative Scope of Work for engagement of the State level PMU includes the following:

  • Planning and Implementation Support:
    • Develop a methodology for the selection of ITIs for upgradation, ensuring alignment with the local economic context and the State’s vision, while maintaining balanced geographical and sectoral coverage.
    • Support the State in the preparation of a comprehensive Five-Year Implementation Plan for the scheme, detailing timelines, deliverables, milestones, and monitoring indicators.
    • Assist in the formation and operationalization of Special Purpose Vehicles (SPVs), including the
      preparation of necessary agreements such as Shareholding Agreements, License Agreements, Memoranda of Association (MoA), and Risk Sharing Frameworks.

  • Institutional Handholding and Coordination:
    • Provide continuous handholding support to SPVs for the implementation of approved projects and act as the interface between the State Directorate and SPVs.
    • Facilitate industry collaboration and develop frameworks to enhance industry participation in ITI upgradation.
    • Serve as the communication channel between the State, Industries, DGT, NSTIs, and other relevant stakeholders.
    • Develop capacity building plan, disseminate knowledge and best practices through structured meetings, training programs, and workshops with stakeholders.
    • Facilitate learning sessions for SPVs and ITIs to enhance implementation efficiency, quality, and long-term sustainability.
    • Support state in overall implementation and coordination of scheme.
  • Monitoring, Evaluation, and Reporting:
    • Establish project baselines, key performance indicators (KPIs), and monitoring frameworks to track progress, deviations, and performance objectives.
    • Support data collection, validation, and regular reporting to States/ National PMU (NPMU) as per predefined metrics.
    • Conduct periodic performance and viability analysis, recommend corrective actions, and facilitate project review exercises.
    • Provide support to the Independent Monitoring Agency (IMA) and Independent Verification Agency (IVA) for effective monitoring and verification of the scheme’s KPI/DLIs during implementation.
  • Financial and Procurement Management:
    • Support the State in preparing annual financial plans, budget monitoring, and expenditure tracking.
    • Coordinate and support external audits, ensuring compliance with audit requirements and timely follow-up on audit observations.
    • Assist the State in developing procurement policies, preparing RFP documents, and implementing procurement planning systems in accordance with financial management guidelines
    • Recommend program improvements using change management approaches and document best practices for replication and scaling.
  • Any other criteria as desired by State.

Functions of SPMU: 

  • Track fund disbursement and utilization across clusters, ensuring efficient allocation and plan for future fund asks from clusters, prepare utilization certificates,
  • Facilitate leadership discussions for the State Steering Committee,
  • Regularly track progress, including through the appointment of an Independent Monitoring Agency (IMA), against Disbursement Linked Indicators (DLIs) and Key Performance Indicators (KPIs) to access program effectiveness and enforce performance management framework and report to the SSC with recommendations for improvement / course corrections,
  • Regularly track progress of implementation of key aspects of the program such as fiduciary, social, and environmental risk management, and grievance redressal,
  • Provide strategic support for effective communication and implementation e.g. resolve SPV queries in consultation with State/UT and Centre,
  • Raise key challenges with the State Steering Committee for timely resolution, including onward transmission to the NSC as appropriate,
  • Support broader program success, e.g. orchestrate coordination amongst industry, cluster, State and Centre, engage with industry, lead branding exercises etc.
  • Coordinate with MDBs supporting the scheme.
  • Authorize payments of State contributions per the LA
