Uttarakhand Tourism Development Board (UTDB) invites RFP proposals from all eligible bidders for Development, Operations and Maintenance of Food & Craft Institute, Almora for Training and Skill Development in Hospitality, Tourism and Allied Sectors.
The Authority has developed a Food Craft Institute (FCI) at Almora, the building and associated plant and machinery for the operationalization of the project has been completed and installed. The Concessionaire shall plan, design, finance and operationalize the Institute, including construction, interiors, provision of relevant assets, equipment, faculty, ancillary services and amenities related to the Institute to Operate and Maintain the Institute for the term of the Agreement.
Project Overview
UTDB has planned for operationalization of its Food & Craft Institute (FCI) situated at Almora through a professional private entity who will be selected through an open competitive Bidding Process as prescribed herein the tender document. As part of this endeavor, UTDB plans to operationalize and undertake the development of Food & Craft institute through private investment mode on Design, Build, Finance, Operate and Transfer basis. For this purpose, the private entity shall have the concession rights for Development, Operations and Maintenance of Food & Craft Institute, Almora for imparting Training And Skill Development in the Hospitality, Tourism And Allied Sectors under Design, Build, Finance, Operate and Transfer Mode of Public Private Partnership (PPP) for the term of the Agreement.
Scope of Work:
- Minimum Development and Service Obligations
- Commissioning of the institute for training and skill development in hospitality, tourism and allied sectors:
- While UTDB has created the building for the Food Craft Institute (FCI) and installed the required plant & machinery, the Concessionaire is expected to operationalize and commence operations on the Institute within 180 days from signing of the Concession agreement. It is expected that the Concessionaire shall commence the 2025 to 2026 batch of FCI.
- As part of concession rights, UTDB shall permit the Concessionaire to Plan, design, finance and develop ancillary structure to the Institute, including construction, interiors, provision of relevant assets, equipment, faculty, ancillary services and amenities related to the institute. The Concessionaire shall take prior approval from UTDB before commencing construction on site.
- The concessionaire shall be required to formulate society / trust / section 25 company as per the companies act 2013, in order to receive required affiliation and operate the FCI (in case the bidder is a single entity and not registered as a society / trust / section 25 company)
- Commissioning of the institute for training and skill development in hospitality, tourism and allied sectors:
- Operation and Maintenance of the institute for training and skill development in hospitality, tourism and allied sectors:
- The Concessionaire shall conduct academic courses in Hotel / Hospitality Management as per affiliation sought from NCHMCT / AICTE / National and International Universities, as felt necessary by the Concessionaire subject to applicable laws and guidelines for such institutes in India and with approval from the Authority. The following shall be mandatory courses which the Concessionaire shall undertake:
- One and half year diploma in food production – 40 seats
- One and half year diploma in F&B – 40 seats
- One and half year diploma in bakery and confectionery – 40 seats
- One and half year diploma in housekeeping – 40 seats
- One and half year diploma in front office operations – 40 seats
- All statutory compliances related to the aforesaid affiliations, including payment of any fee shall be made by the concessionaire in timely manner.
- Any fee (to a maximum of 3% of tuition fee & 1.5% of Hostel fee) required to be shared with Ministry of Tourism, Government of India for the purpose of this project shall be required to be
made to the Authority. - The concessionaire is free to introduce courses, at its option, if such courses are NCHMCT / AICTE/ others recognized and related to Hospitality or Tourism Industry and with prior approval from the Authority.
- The Concessionaire shall undertake admissions for the approved academic courses for enrollment of students as per extant rules and regulations and approval of the Authority.
- The Concessionaire shall hire adequate faculty to conduct the approved academic courses in the Institute. The concessionaire shall also adhere rules for hiring Teacher and staff as per NCHMCT / AICTE.
- Tie up with hotels and industry for relevant internship and placement opportunities.
- The Concessionaire shall make adequate provisions for the security and safety for the students and faculty within the Institute.
- The Concessionaire shall ensure provision of security guards, clerical staff and other staff for professional operations and maintenance of the Institute.
- The Concessionaire is responsible for garbage management of the Project Site and Project Facilities, while strictly adhering to State Pollution Control Board rules and regulations, thereby ensuring cleanliness of the Project Site and Project Facilities.
- The Concessionaire shall ensure fire safety and other safety measures in the Project Site and Project Facilities are as per prescribed rules and regulations.
- The Concessionaire shall deploy CCTV(s) at all important points of the Project Site and Project Facilities and ensure strict vigilance and monitoring.
- The Concessionaire shall conduct academic courses in Hotel / Hospitality Management as per affiliation sought from NCHMCT / AICTE / National and International Universities, as felt necessary by the Concessionaire subject to applicable laws and guidelines for such institutes in India and with approval from the Authority. The following shall be mandatory courses which the Concessionaire shall undertake:
- Permissible Activities: The Concessionaire, subject to feasibility and extant market demand, may explore the following permissible activities during the Concession Period of the Project (on the vacant land) but not limited to:
- The Concessionaire may develop a Hostel / Restaurant(s) / catering service / Examination Facilitation Centre / Real-time internship facility, etc. as per their feasibility. The Concessionaire shall be free to develop additional project components, subject to the use of the Project Site for activities relating to the Hospitality and Skill Development Institute and other courses related to Tourism / Hospitality industry and as per permitted land use. In this regard, the Concessionaire shall be required to obtain prior written approval from the Authority.
- The Concessionaire may establish an Incubation center / co-working space as per the feasibility, with the purpose of providing information, technical and management assistance, mentoring, seminars and workshops to young entrepreneurs.
- The Concessionaire may set up an Experience Center, to offer the various courses related to Augmented Reality (AR) and Virtual Reality (VR).
- The Concessionaire may host medium to large scale events / exhibitions on an annual basis to showcase the culinary skills of the students enrolled with the Institute. The Concessionaire may organize culinary classes for students from other Colleges / Universities in the State.
- The Concessionaire may develop tie-ups and collaborations with national and international institutions in the field of hotel management, as well as developing MOUs, partnerships for student exchange programs, internships, field trips, etc., on prior written approval from the Authority.
- While undertaking the minimum obligations, the Concessionaire may explore the above-mentioned list of permissible activities within the Project Facilities, during the term of Agreement with the Authority. For exploring any of the above-mentioned activities, the Concessionaire is required to conduct their own site assessment, due diligence and techno-commercial feasibility and is subject to obtaining necessary approval(s) from statutory authorities and due approval from the Authority.
- The Concessionaire is free to explore any additional activities that are beyond the permissible list of activities as specified by the Authority. However, such additional activities, as proposed by the Successful Bidder shall be outside the list of non-permissible activities.
- The successful bidder is free to explore for other funding mechanism like Viability gap funding , Hybrid Annuity Model etc.
- as specified in the tender documents and as prescribed by the Authority from time to time. The Concessionaire can undertake such additional activities subject to prior written approval from the Authority and after receipt of permissions / approvals / NOCs from relevant statutory authorities. The Concessionaire is required to undertake necessary studies technical, economical, regulatory and financial before undertaking any permissible activity within the Project Site. In no event will the Authority be liable to the Concessionaire for any consequential, special or indirect damages, including lost profits or lost savings or lost business or anticipatory profits, arising from undertaking any permissible activity within the Project Site.
- Concretionary can operationalized other courses (other than compulsory courses of NCHMCT) as per market demand.
Eligibility-Cum-Qualification Criteria (in case of consortium each member to submit the following details):
- Bidders should be a legal entity as per Indian Law. (Bidder shall enclose Certificate of Registration or Incorporation/ Any other relevant document)
- Bidder should have a valid GST Registration.
- JV / Consortium is permitted of maximum 3 members.
- A Power of Attorney for signing of proposal needs to be furnished in favor of the Authorized Signatory as per format provided in Annexure – 8.
- Affidavit as per format provided in Annexure – 10.
- Affidavit regarding previous five years’ litigation history as per Annexure – 11
- Draft Consortium Agreement Annexure – 14 (if applicable)
- The Bidder should not have been blacklisted by any Ministry / Department / undertaking of Government of India or any State or Union Territory Administration as on the last date of proposal submission.
- If any bidder, during three years prior to last date for proposal submission, has not signed the Contract after issue of Letter of Award (LOA) by UTDB or failed to execute the Contract after signing for UTDB, is not eligible against this tender.
Selection Process:
Step 1 – Assessment of Technical Capacity and Financial Capacity to determine Technically Qualified Bidders
Step 2 – Financial Proposals of only Technically Qualified Bidders shall be opened to select the Successful Bidder.
Mode of Submission:
Offline and Online. The Technical Proposals shall be submitted both in Physical Copy and Online. The Physical Copy of Technical Proposals must be in the manner specified in the RFP document at the address given below:
