Minimum Eligibility Requirements:
Educational Qualification: University degree in Information system, statistics or engineering, followed by post- graduation in Statistics or business Analytics
Experience:
- A minimum of 15 years professional experience in data management, especially those set in multi-stakeholder situations;
- Demonstrated work experience with the multi-disciplinary teams;
- Work experience in skill training sector with private/public organization would be an asset.

Project Background: The Government of India and the Government of Germany agreed to address the challenges faced by Skill Training in India. Based on the MOU signed between the two governments in 2014, which included bi-lateral cooperation in the field on vocational education and training as a priority area, the German Federal Ministry for Economic Cooperation and Development (BMZ) launched a new project as part of their bilateral cooperation portfolio with India. The implementation agreement for this new project – the ‘Indo-German programme for Vocational Education and Training’ (IGVET) was signed between Ministry for Skill Development and Entrepreneurship and the Gesellschaft für Internationale Zusammenarbeit (GIZ) in August 2016. The project started in September 2016 and will last until April 2019.
The IGVET draws its inspirations from the German Dual Vocational Education and Training model, which is characterized by a strong involvement of the private sectors. The overall objective of IGVET is to achieve a demand-driven cooperation for VET between public and private actors, specifically in three industrial clusters: automotive components in Aurangabad (Maharashtra), electronics manufacturing in Bangalore (Karnataka), energy-efficient construction in Bhiwadi (Rajasthan). Together with its partners the project is working towards establishing cooperative workplace-based VET models in these clusters. The processes, approaches and experiences in each cluster would be documented for replication by the MSDE and other key stakeholders.
One of the major challenges of the Indian Skill System is its disconnection from the real time data and labour market information. The Government has initiated the design of the Labour Market Information System at the level of the States. Some of the stakeholders have requested IGVET to provide advisory support for conceptualizing and designing integrated LMIS as per global standards and best practices.
Roles and Responsibilities:
A dynamic team member to be part of IGVET to support the stakeholders through advisory services on data management, the Labour Management Information Services and Monitoring Information services. The Technical Expert would directly report to the Director (IGVET) and be responsible for technical advisory to the IGVET stakeholders. The role would be challenging and require strong multi-stakeholder engagement across the VET ecosystem in India.
Key Tasks:
- Facilitate platforms for multi-stakeholder dialogue and discussions on LMIS, so as to promote a holistic and integrated processes in LMIS with clarity on role of each key stakeholders and processes for monitoring and review of the same;
- Providing technical support to the IGVET stakeholders from ‘design to implementation’, including processes required for translating the information collated into usable capsules for different stakeholders – government partners , industry, and the youth (ultimate beneficiaries).
- Promote systematic cooperation between the public and private stakeholders;
- Create learning network on LMIS system, its applications, technology and techniques.
