Location: Training Division Ministry of Health and Family Welfare, Nirman Bhavan, (MoHFW) – New Delhi
Minimum Eligibility Requirements:
Educational Qualification: Post Graduate Degree/Diploma in Public Health or related field from a reputed institute. Graduate in Health related field shall be desirable
Experience: 10 or more years of experience in working with the health systems, especially in training management and related positions. Experience of working at National / State level in Public Health System shall be given preference.
Age Limit: Persons should be upto age of 60 years on the last date of submitting application.
Skills required:
— Ability to speak in English and Hindi language is mandatory
— Knowledge and proficiency in report analysis and report writing in English is mandatory
— Proficiency in MS Office & Windows Software is a must
— Willing to travel frequently
Job Overview: The Senior Consultant – Training Division shall be based at the MOHFW in New Delhi and will report to Joint Secretary / Economic Advisor Incharge for Training Division in MOHFW through Dy. Commissioner-Trainings.
Roles and Responsibilities:
— Assist MoHFW in developing training modules for various trainings under NHM.
— Coordinate with the training institutes in the country for various training programs conducted by them and also taking information about the availability of facilities & manpower, administration and management of the institute, its training capacity and the source of funding.
— Coordinate and interact with various program divisions of MoHFW regarding different trainings for updating the trainings data base.
— Coordinate with NIHFW in New Delhi for RCH trainings, PDC trainings, TMIS Trainings and e-Learning Courses for PDC and PMSU in Delhi and different States; reviewing and analysing training reports by NIHFW.
— Develop standard protocols in trainings, monitoring the quality assurance checklist for trainings, infrastructure and service delivery at the health facilities.
— Compile various training related data, survey reports and analyzing it for the training division to develop state specific data base.
— Review and analyse National Health Program’s reports and scrutinizing Program Implementation Plan of States, Comprehensive Training Plans, trainings reports and preparing action point for performance improvement.
— Assist States in developing Comprehensive Training Plan (CTP including types of trainings) based on training needs and training loads; maintaining & updating database on trainings, trainers, trainees and training institutes to ensure synchronized training at the block, district and states.
— Undertake visits to SIHFWs/CTIs, Other Training Institutions in States and HFW Departments of States to monitor and review implementation of Comprehensive Training Plan, trainings (especially Skilled Trainings), program performance and submitting a technical report to the district, states and MoHFW-GOI with suggested action points for performance improvements and establishment of revised RCH Training Financial Norms
— Support Training Division of MoHFW in conducting various training workshops, seminar etc. at Delhi or in any other State.
— Support Training Division, MoHFW in Scaling-up of TMIS (Training Management Information System) Software developed by Training Division in eight Pilot States and Roll-out of it all over India. Coordinate (as a Sr. Coordinator for TMIS) with NIHFW, SIHFWs/CTIs/TMIS Consultants and all the States’ HFW departments and all Stake-holders.
— Support Training Division, MoHFW in Revision of National Training Strategy, Formulation of National Training Policy for HRH, National Health Policy of MoHFW, Govt. of India.
— Support MoHFW in establishment of IQAC (Internal Quality Assurance Cell) in NIHFW and each SIHFW/CTI.
— Support Training Division towards infrastructure analysis and strengthening of training institutions in country including digitalization and promoting e-Learning activities.
— Support Training Division of MoHFW in conducting various training workshops, seminar etc. at Delhi or in any other State.
— Analyse best practices in Trainings and Trainings Database Management prevailing in the country and world.
— Undertake any other training related activity assigned by the Supervisor/ Reporting Officer.
Remuneration: INR 90,000/- to INR 1,30,000/- per month (based on experience and qualifications).
