Minimum Eligibility Requirements:
Educational Qualification: Master’s or post graduate degree in MSW/MBA/Population Studies or other related field
Experience:
— At least 3 years of work experience at national, state level or district level in social development sector.
— Minimum two years of work experience as a training or M&E coordinator at national, state or district level.
— Experience of working in gender or issues related to women will be preferable.
— Experience of working with government organizations would be an added advantage.
Skills required:
— Good communication, documentation, negotiation, inter-personnel skills and team management.
— Demonstrated successful experience in leading and managing programmes
The Government of Odisha, in line with the Odisha State Policy for Girls and Women 2014 announced a new scheme named Biju KanyaRatna (Amari Jhia Amari Shakti) in a campaign mode for three years in the districts of Angul, Dhenkanal and Ganjam having lowest child sex ratio in the state after Nayagarh. PREM in partnership with an international organization will be facilitating the Women and Child Development Department, Government of Odisha in implementing the Biju KanyaRatnaYojana (BKR) at state and district level. The position of “State Training Coordinator – BKR” will be under direct supervision of the Director, Social Welfare or Project Advisor, State Resource Centre for Women (SCRW). The State Training Coordinator will be responsible for overall planning, implementing, monitoring and coordination of training planned under the BKR and other programmes under the guidance of Director, Social Welfare or Project Advisor, SCRW.
Roles and Responsibilities:
— Under the guidance of Director, Social Welfare or Project Advisor, SRCW support in organizing, implementing and monitoring of various training programmes planned under Biju KanyaRatna and other programmes of the department.
— Prepare monthly and quarterly training plans for timely completion of all training planned at state and district level.
— Coordinate and liaise with other government departments and district level authorities for organizing the training programmes.
— Ensure pre and post evaluation of the trainees or participants for all the training programme and accordingly prepare a training report.
— Provide technical support in developing an M&E framework to measure monitorable indicators under the BKR programme in consultation with Project Advisor, SRCW and State Project Officer-BKR.
— On a monthly basis facilitate in collecting and compiling monitoring indicators from the districts.
— Under the guidance of Director, Social Welfare or Project Advisor, SRCW provide technical support in promoting the good practices, case studies or innovative ideas using social media platform.
— Provide technical support in development of resource and communication materials which includes training manual, modules, posters and leaflet etc. under the project.
— Support State Project Officer-BKR in preparing monthly, quarterly and annual reports including monitoring indicators.
— Seek guidance and work closely with UNFPA to advance adolescent girl’s centric programmes. 10% of total time of consultant /project staff will be dedicated for it every month.
— Undertake any other assignment or other program related activities as and when required by Department of Women and Child and UNFPA.
Remuneration: The consolidated remuneration for the above position ranges from Rs. 20,000 to Rs.26, 000 per month along with other allowances which will commensurate with experience and salary history of the candidate.

The programme work plan is aimed at providing technical assistance to government to implement Biju Kanya Ratna programme, encompassing support for building a cadre of master trainers, developing standardized training materials and appropriate messages for key stakeholders, facilitating in organizing training and sensitization programmes, providing mentoring and monitoring support for community level activities, establishing intersectoral convergence, documentation of case studies and experiences and advocacy for replication of community level activities organized with UNFPA’s support.
