Minimum Eligibility Requirements:

Educational Qualification: Masters/bachelors Degree in economics, management, marketing or another field relevant to the job requirements
Experience:
— 8-9 years of experience of which min 4 years of experience in the urban livelihoods and skills training context.
— Should have experience of leading a team

Skills required: 
— Should have excellent communication skills both written and verbal
— Drive and initiative.
— Ability to listen and empathize.

Job Overview: The position is to support Project Manager in managing refugee livelihood support project in Delhi and NCR. Under the project, ACCESS has to provide skill training, job placements and introduce income-generating activities among the refugee community. The Project Manager is expected to achieve project deliverables within the stated time frame.

Roles and Responsibilities:
— Prepare and execute implementation plan and be responsible for project deliverables as per budget and timelines;
— Ensure HR deployment and manage finances;
— Review and supervise activities of Coordinators (Training, Placement and Enterprise);
— Monitor progress on project deliverables and ensure corrective actions;
— Supervise and manage team performance through regular field visits;
— Coordinate for strategic tie-up with various stakeholders such as training institutes, placement agencies, trade associations, input providers, output buyers etc.;
— Ensure reporting as per timelines and formats.
— Responsible for internal project communication with donor and external communication with other stakeholders.
— Manage relationships with Person of Concerns (PoCs) and Project Staff
— Oversee and ensure training of all project staff.
— Represent ACCESS-UNHCR project at internal and external stakeholder meets

Remuneration: Salary range in this position is commensurate to industry standards and will be determined based upon the experiences and fixed as per the HR policies of the organization.

About ACCESS Development Services:

The Government of India (GOI) adopts a generous approach towards refugees and asylum-seekers and respects the principle of non-refoulement. In addition, India has ratified majority of the international human rights instruments and thus displays a liberal and tolerant attitude towards refugees and asylum seekers. Refugees and asylum-seekers in India are registered and receive documentation from UNHCR. However, with this legal documentation refugees have difficulties in obtaining work permits and opening bank accounts. In early 2012, the Government of India decided to grant long-stay visas and permission to work in the formal sector to refugees of all nationalities recognized by UNHCR, with only a few having received the same.

UNHCR assists refugees and asylum-seekers from Afghanistan, Myanmar and Somalia in addition to smaller percentages of people from the Democratic Republic of Congo, Eritrea, Sudan, Iran and other countries. In Delhi there are currently more than 10,000 refugees in the working age group (18-55). The highest concentrations of refugees are in Vikas Puri, Bhogal, Okhla, Wazirabad and Khajurikhas.

ACCESS has been a partner of UNHCR, the UN Agency for refugees, since 2015 to implement the ‘Refugee self-reliance and livelihoods’ project in Delhi. UNHCR has decided to extend ACCESS’ self-reliance and livelihoods’ project for refugees in Delhi for the year 2017. The objective of the livelihood and self-reliance project is to strengthen the livelihoods of the refugee population based in New Delhi and to reduce poverty through skill and vocational training, business development and employability services. ACCESS, as a Livelihoods organization, will facilitate linkages with training institutes, placements agencies and enterprise facilitators to deliver its outputs for refugees in Delhi and Mewat.
