Minimum Eligibility Requirements:
Educational Qualification:
— A post graduate in management, social work, or social sciences from any recognized university
— Knowledge of project design and management, budget development and monitoring, resource management with specific reference DDU-GKY project
— Knowledge impact assessment, partnership development and resource mobilization
— DDU-GKY SOP certified persons would be preferable
Experience:
— Experience of working with Government/ NGOs and other development sectors
— Demonstrated expertise in programme planning and implementation
— Minimum 5-7 years of experience in social development and working with the communities, including 3 years experience in a supervisory role
Skills required:
— Demonstrated ability to lead, manage and effectively function as a team member and respect diversity in a team.
— Demonstrated ability to identify programmatic issues that require immediate attention, prioritize and take appropriate and timely action.
— Result oriented and proven track record of delivering impact at scale

Position Overview: Apart from the wholesome responsibility, the Manager (Programme Operations) will be charged with developing and implementing more sophisticated strategies and procedures in areas of implementation, developing sustainable model for longevity of the projects taken up by AROH Foundation and in general operational realms.
The position holder has to be a seasoned, mission-focused, strategic, and process-minded leader with experience in scaling an organization, leading the entire state team and developing a pleasant working culture among the group of diverse, talented field team. S/he is expected to be a leader who is able to accomplish the assigned tasks and achieve the targets allotted, through optimization of resources in all the systems, processes and manpower deployed for the project. S/he must also be the guide and mentor for the entire team across all states and keep the team spirits high for reaching the desired goal within the prescribed time schedule.
S/he has to be an effective interface between the Head Office and the field team and coordinate for best outcomes. It is to be clearly understood that the responsibility required a 24×7 working state, physical or otherwise and no project activity should suffer for lack of attention from her/his leadership. S/he should possess strong ability to develop work plans, set deadlines, work well with minimal supervision, prioritize assignments, and organize multiple projects and duties simultaneously while meeting deadlines. S/he should have the ability to work effectively as a member of a team, know when to act independently and when to consult for advice on decision-making.
The position required flexibility with respect to schedules, working hours, travel, and work assignments, including ability to work overtime or on weekends when necessary. S/he is also required to keep a knowledge base and updated database and information relevant to the project regarding the villages and communities served in the districts covered.
Success of this position will be measured through performance on the basis of her/his demonstrable abilities targets achieved, tasks accomplished, optimization of resources and reporting systems maintained.
Job Roles and Responsibilities:
Team Building & Staff Management:
-Lead and manage a dynamic, effective, cooperative team
— Lead the team to prioritize project work based on analysis of strategic importance, tasks outstanding, issues, obstacles or barriers, budgets, resources and deadlines.
— Supervise, guide and develop the direct reports using AROH Foundation’s performance management system.
— Determine project roles of team members based on project requirements, timeframes and budgets. Build a competent and motivated team of trainers and other staffs
— Define skill sets (competencies) required for the project based on project specifications and requirements and develop an inventory of resource persons.
— Develop good manpower and scout for best talent for all project components.
— Ensure annual appraisal reviews are carried out for all direct reports and their teams, performance is managed and staff development plans implemented
— Invest in team building and ensure team cohesion as well as encourage high team performance
— Ensure that direct reports are clear of and deliver to their respective targets and objectives.
— When necessary work with external resource persons in addition to internal resources.
— Determine resource requirements (including staffing, software, hardware, and facilities) of projects, based on project specifications.
Project Planning and Implementation
— Prepare strategies and processes for beginning to end approach to deliver all project components from mobilization, training execution, OJT and placement to tracking of candidates and ensure quality in all components.
— Lead and manage all projects implemented/to be implemented by AROH Foundation in the States
— Timely completion of assigned targets for all projects across the States, including subgroups and components.
— Mobilising right candidate, counseling, proper training, mock interviews, zero dropouts at any stage, safety and security, high success rate.
— Maintain quality of training and trainers, retention of good trainers, selection and recruitment of good trainers, maintenance of SFs, live distance training, all other training requirements.
— Manage all project components for effective implementation, optimum resource utilisation and assured outcomes.
— Undertake any such measures, falling under the ambit of livelihood projects in states, as directed by the management from time to time.
— Prepare long term and short term PoAs based on assigned targets for execution of the project from start to finish, or the stage at which a particular project may be and discuss the same with project team for their understanding.
— Establish and maintain a daily management system of training centre, including session plans, attendance, counseling, tracking, telecalling, etc.
— Plan and manage residential facility effectively and efficiently and ensure proper arrangements.
— Plan and ensure security and safety requirements of the trainees living in hostels and training centres. Special attention to be paid to girls safety measures.
— Work closely with HO to ensure proposed changes are understood and approved at the earliest.
Internal Project Reporting and Administration
— Track and report weekly on the status of project targets, project efforts and duration to complete and key project metrics as per tasks given in pts 3-10 below.
— Be prepared to discuss project targets, quality, team satisfaction, and project success metrics on weekly basis or on ad hoc basis with the President.
— Keep an accurate risk tracking document with an associated mitigation plan.
— Maintain a database and knowledge resources of project related information from field level and stakeholder’s level.
TSA/State Monitoring Management (NIRD/NABCONS/ORMAS/BRLPS)
— Continually seek opportunities to increase TSA satisfaction and deepen relationship with TSA and State level teams at ORMAS/BRLPS or other bodies.
— Develop the lasting relationship with TSA and State personnel and foster ties.
— Build a knowledge base of SOPs and TSA/State’s requirements and expectations
— Manage day-to-day M&E requirements
— Communicate effectively and Manage TSA expectations / justify as per SOPs.
Project Accounts and Finance
— Understand basic revenue models, p/l, and cost-to-completion projections and make decisions accordingly.
— Understand accounting procedures and keeping of vouchers and bills.
— Assure legal documents if required, are developed completed and signed.
— Track and report travel schedules, field hours, distances, and expenses on a weekly basis.
— Accurately forecast funds required, manage funds, bills and utilisation. Send requisitions in advance. Carefully manage the accounts with preplanning of expenses for smooth operations.
— Manage and report expenses on beneficiary entitlements other expenses as per guidelines.
Maintenance of Infrastructure, Assets and Stocks
— Manage and maintain the project infrastructure, including training and residential premises and all equipments, furniture and fixtures installed therein in working and good condition
— Manage and record stock status – consumables, uniforms, tablets etc across all centres
— Maintain all equipments, electricals, furnitures and fixtures in working order across all training centres
— Make effective procedures for handling of stocks and assets and devise appropriate measures to address mishandling of assets.
Project Control Systems
— Evaluate all key project activities and deliverables, as well as final targets to ensure traceability of requirements, quality assurance and client acceptance.
— Responsible for all project deliverables; this will often include manager’s input and involvement from the HO and TSA.
— Ensure project meets internal and client expectations with respect to quality, budget, delivery timelines, and strategy.
— Identify, track, manage and mitigate risk on specific engagements. Escalate these issues when necessary to ensure minimal impact to quality, budget, and timeline.
— Where project control is in jeopardy, create contingency plans with appropriate input from key team members (including the accounts) and implement a revised project schedule, scope or budget in a timely manner.
Project Communication
— Work with HO to ensure MoRD/TSA and State, achieve an understanding of expectations, deliverables, dependencies, risks, process and progress.
— Follow reporting systems of TSA and State regularly or as and when required
— Use sound judgment in all project communication and ensure that key stakeholder including the Team, Beneficiaries and Management are apprised of project activities in a timely manner and without any ambiguity.
— Discuss with HO and communicate progress, risks, expectations, timelines, milestones and other key project metrics to team members.
Business Development & Growth
— Track and report weekly on the status of project targets, project efforts and duration to complete and key project metrics as per tasks given .
— Be prepared to discuss project targets, quality, team satisfaction, and project success metrics on weekly basis or on ad hoc basis with the President.
Reporting: The Manager (Programme Operations), DDU-GKY reports to the Senior Programme Manager (DDU-GKY) at HQ, and serves as the SPOC (Single Point of Contact) for all State Operations.
