The Department of Rural Development, Government of Goa invites interested and eligible agencies through this EOI as Captive Employers for implementation of DDUGKY 2.0 for FY 2026-28.
Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is a flagship placement-linked skill development programme of the Ministry of Rural Development, Government of India, aimed at transforming rural poor youth into an economically independent workforce.
The State of Goa, through the DDU-GKY 2.0, Department of Rural Development, Govt. of Goa, proposes to implement DDU-GKY 2.0 with a renewed focus on demand-driven skilling, industry alignment, and sustainable placement outcomes, contributing to inclusive growth and employment generation.
Objective:
The objective of this Expression of Interest (EOI) is to empanel eligible Captive Employers for implementation of DDU-GKY 2.0 projects in the State of Goa for FY 2026-28. The programme aims to train and place 1,800 rural youth in market-relevant job roles across high-growth sectors. The Agency will be empaneled with DDU-GKY 2.0 Goa under any of the following categories:

Project Size and Period:
- Maximum Project Target 1800 or 40% of Human Resource of Captive Employer registered with ESIC or PF, whichever is lower.
- Project period as per MoRD instructions (time to time)

Batch-wise funding
Eligibility:
- Its existence for past 3 years
- Valid TIN/TAN/GST Number
- Valid bank account number linked with aadhaar/PAN
- Minimum turnover of Rs. 25 Crores
- Positive networth in at least two of the last three financial year
- Should have training experience for minimum period of 2 years
- Should have an existing training centre as per norms of NSQF industry specified infrastructure
