HMCGSSC Invites RFP From Training Partners For RPL Programs of SHG Members in Tripura

The Home Management and Care Givers Sector Skill Council (HMCGSSC) is inviting RFP proposals from eligible and competent Training Partners based in the State of Tripura for empanelment to undertake Recognition of Prior Learning (RPL) programmes for Self Help Group (SHG) members under the approved skilling initiative of the Tripura Rural Livelihood Mission (TRLM).

The RPL programmes shall be implemented in accordance with the Common Cost Norms and guidelines issued by the Ministry of Skill Development & Entrepreneurship (MSDE) / National Skill Development Corporation (NSDC), across identified districts and blocks of Tripura. The initiative aims to formally recognize existing skills of SHG members, enhance employability, promote enterprise development, and strengthen sustainable livelihood opportunities.

Eligibility & Selection Criteria for Training Partners

Interested Training Partners must fulfil the following minimum criteria and document proof to be shared on mail as per the checklist

1. State Presence: The organization must be based in Tripura.
2. Training Infrastructure: Must have established and functional training centres across multiple districts/blocks of Tripura, compliant with applicable skilling norms.
3. Trainer Pool: Availability of an adequate and qualified pool of trainers relevant to the proposed job roles.
4. Past Experience: The organization must have demonstrated past experience in skill development / vocational training, preferably under Government or NSDC-aligned programmes.
5. Blacklisting Status: The organization must not have been blacklisted by any Government Department, Ministry, or agency.
6. Financial Strength: The organization should be financially sound and capable of implementing training programmes at scale.
7. On-the-Job Training (OJT): Must have the capability to arrange and facilitate OJT opportunities for SHG members with suitable industry units, enterprises, or service establishments.

Empanelment Fee

• Application Fee: ₹5,000/- (Rupees Five Thousand only), non-refundable, payable at the time of submission of the proposal.
• Empanelment Fee: ₹20,000/- (Rupees Twenty Thousand only), payable by selected Training Partners upon approval of empanelment.

Empanelled Training Partners will be responsible for end-to-end implementation of the RPL programmes, including mobilization support, orientation, gap training, OJT facilitation, assessment coordination, certification, documentation, and strict adherence to RPL guidelines and timelines.
