Haryana Skill Development Mission intends to engage a Consultancy Firm/ Agency, through this RFP Proposal, to deploy special manpower for consultancy (SMC) for implementation of the skill development schemes. 

Background:

The Haryana Skill Development Mission (HSDM), established in November 2015 under the aegis of Department of Skill Development and Industrial Training, Government of Haryana, is the State’s nodal agency for facilitating skill development initiatives. HSDM is entrusted with coordinating all the skill development efforts across the State, bridging the gap between demand and supply of skilled manpower, and building a cohesive vocational and technical training framework.

HSDM acts as a nodal agency to implement several flagship skill development schemes and programs including but not limited to:

  • Drone Didi Scheme
  • Contractor Saksham Yuva Scheme
  • IT Saksham Yuva Scheme
  • Nal Jal Mitra Scheme
  • Surya Scheme and its industry collaboration model
  • Any other skill-related initiatives launched by Central/State Govt. from time to time.

To ensure efficient planning, execution, monitoring, and coordination of the above schemes, HSDM seeks to engage a reputed Consultancy Firm/Agency to engage special manpower for consultancy (SMC). The SMC will provide technical, operational, and strategic support to the Mission for the implementation of the various Skill Development Programmes and other flagship programmes across Haryana initially for a period of one (1) year, which may be further extended by one (1) year based on performance, requirement and mutual agreement.

Scope of Work of SMC

The selected Consultancy Firm/Agency will be required to engage special manpower for consultancy (SMC) at HSDM under the aegis of Department of SDIT and provide support across various schemes running under Department of Youth empowerment and Entrepreneurship. The SMC will be responsible for overall project management, implementation assistance, coordination with stakeholders, monitoring and evaluation, policy formulation support, and documentation.

The component-wise scope of work is outlined below:

  • Surya Scheme and Associated Initiatives
    • Supporting effective implementation of the Surya Scheme in both Government and Private Institutions.
    • Contributing to policy formulation and strategic planning for enhanced inclusion and institutional linkages.
    • Ensuring evidence-based monitoring and evaluation via the Skill India Digital platform.
    • Managing financial tracking, fund utilization monitoring, and control mechanisms.
    • Preparing Concept Notes, EFC/Cabinet Notes, and other scheme-related documentation for reviews.
    • Addressing operational, policy, and financial issues arising during scheme implementation.
    • Organizing regular capacity building sessions and handholding meetings with stakeholders.
    • Facilitating partnerships with industry for employment-linked skill training programs.
    • Designing customized skilling interventions in collaboration with industry partners to bridge the skills gap.
    • Supporting all additional tasks assigned by Mission Director, HSDM or Administrative Secretary, YEE.
  • Contractor Saksham Yuva Scheme
    • Ensuring smooth execution and outreach of the scheme.
    • Supporting in awareness generation, coordination with line departments, and stakeholder engagement.
    • Monitoring implementation progress and providing strategic inputs.
    • Any other work assigned by Mission Director, HSDM or Administrative Secretary, YEE.
  • Drone Didi Scheme
    • Facilitating rollout and awareness of the scheme among women trainees.
    • Assisting in designing course content and engaging training partners.
    • Coordinating with training centres, government departments, and vendors.
    • Monitoring training progress, employment linkage, and impact assessment.
    • Providing any other support required for successful scheme implementation.
    • Perform any additional task as may be assigned by the Mission Director, HSDM or Administrative Secretary, YEE.
  • IT Saksham Yuva Scheme
    • Assist in implementation planning, training partner engagement, and curriculum alignment.
    • Monitor training delivery and placement outcomes.
    • Support program governance, reporting, and documentation.
    • Provide technical and managerial support across IT initiatives under the scheme.
    • Perform any additional task as may be assigned by the Mission Director, HSDM or Administrative Secretary, YEE.
  • Other Schemes / Special Projects
    • Any new skill development schemes or projects launched during the SMC tenure.
    • Academic-industry collaboration to bridging the gap between theoretical knowledge and practical application.
    • Countering socio-cultural stigma by training socially deprived individuals/groups and uplifting their living standards.
    • Identify sunrise sectors having attractive employment potential in future.
    • Designing future ready curriculum and update the same every 06 months by identifying and analysing the future possibilities in line with the ongoing trends of industry/service sector.
    • Build AI based labour analytics module implementing real-time labour market information system, demand of new skills and incorporating it for training and boosting employment.
    • Cross-functional support across schemes for policy, strategy, M&E, outreach, capacity building, and digital system maintenance.
    • To undertake the skill gap studies for emerging/ high potential manufacturing sector in the State of Haryana.
    • For establishing skilling hubs and R&D and incubation centres in the State of Haryana.
    • To develop the curriculum and train tourist guidelines, handicraft artisans, sellers and chefs including foreign language skills.
    • To operationalise India international skill centres for high end Skilling in AI and other emerging technologies.
    • To facilitate private players to establish training centres tailored to rural ecosystem.
    • To develop training institutes as RE institutes from exiting ITIs.
    • To enable and certify persons with transferable skills to green sectors.
    • To conduct a skill gap assessment for the circular economy and identifying current and future skill demands.
    • To develop a skill road map 2030, covering skilling infrastructure, training programs and placement.
    • To create skilling courses in focus areas of circular economy.
    • To link ITIs with the recycling industry for technology.
    • Perform any additional task as may be assigned by the Mission Director, HSDM or Administrative Secretary, YEE.

General Responsibilities of SMC

In addition to the scheme-specific responsibilities detailed above, the selected Consultancy Firm/Agency shall also be responsible for performing the following cross cutting and strategic tasks across all schemes under YEE:

  • Strategic Coordination and Governance Support
    • Assist in the preparation of notes, responses, and data submissions
    • Prepare presentations and briefing documents
    • Coordinate with key stakeholders
  • Policy Integration, Data Management & Reporting
    • Facilitate policy and data convergence of all skilling schemes from Central and State Governments using the Skill India Digital Platform.
    • Enable onboarding of skilling schemes from other departments onto the HSDM mission portal.
    • Provide evidence-based advisory inputs for strategic decision-making on skilling and employment generation.
    • Assist in National Education Policy (NEP) implementation and inter-departmental coordination for alignment of vocational education.
    • Generate periodic reports (weekly, fortnightly, monthly, quarterly, and annually) as per the scheme and administrative requirements.
    • Maintain a centrally managed repository for all data, reports, and knowledge materials developed under the SMC‘s scope.
    • Any other matter with the approval of Mission Director, HSDM or Administrative Secretary, YEE.
  • Monitoring, Compliance & Issue Resolution
    • Lead issue management, escalation handling, and milestone reviews throughout the project lifecycle.
    • Ensure continuous monitoring and assessment
    • Support in annual audits, third-party certifications, and surveys, as aligned with service delivery and mission objectives.

  • Innovation, Outreach, and IEC
    • Support in conceptualizing, analyzing, and drafting requirements
    • Facilitate Information, Education & Communication (IEC) campaigns
    • Support in public events, national/state conferences, and exhibitions related to skill development.
  • Entrepreneurship and Ecosystem Development
    • Assist in the development and implementation of entrepreneurship-related projects and policies, aligned with national and state objectives.
    • Create an enabling ecosystem for nurturing micro-entrepreneurs and self-employment opportunities, especially for youth and women.
  • Stakeholder Engagement and Inter-State Coordination
    • Ensure coordination with SSDMs, DSCs, State Engagement Teams of NSDC
    • Prepare minutes of meetings for Steering Committee, Working Groups, and inter 
      departmental review meetings.
      3. Support in convergence with other Social Sector Schemes and national initiatives such as Gati Shakti for aligned implementation.
  • Resource Management
    The SMC shall deploy additional resources as required for the timely execution of deliverables. These resources are to be first interviewed and approved by Mission Director, HSDM. Any changes during the tenure shall not be permitted except in extraordinary circumstances and with the explicit approval of Mission Director, HSDM. Cost shall be borne by the Firm/Agency for such resources.

Submission Procedure: Interested Applicants must submit their Proposals (both Technical and Financial) online only via e- tender. Proposals must be signed digitally by the authorized representative of the Applicant and submitted before the Proposal Due Date (PDD) as specified in the DNIT.
