Directorate of Training, Central Board of Direct Taxes intends to select partner institution through Request for Proposal (RFP) to organize and deliver the Mid-Career Training Programme (MCTP) Phase II FY 2026-27 for the IRS Officers.
Background:
The Mid-Career Training Programme (MCTP) for Indian Revenue Service Officers (IRS-IT) was conceived on the directions of the then Finance Minister and it was approved in June 2010. The concept of MCTP originated in the recommendations on reforms for Civil Services. It is based on the belief that for the effective discharge of functions, the officers in the Civil Services at the senior level need to have an overall managerial/ leadership perspective with exposure to global best practices.
The MCTP is envisaged to equip participating officers with the capabilities to function effectively in a dynamic, technology-enabled and increasingly complex governance environment shaped by digital transformation, evolving policy frameworks, organisational reforms and shifting stakeholder expectations. The program aims to focus on behavioural and functional competencies apart from domain topics. Through the program, officers are expected to enhance leadership effectiveness, including team management, change leadership and stakeholder engagement, ethical and values-based decision-making, negotiation and conflict resolution, emotional intelligence and communication, design and systems thinking, financial and resource management, project and risk management, and performance orientation.
The program shall also build functional understanding of digital technologies, artificial intelligence and data-driven approaches, and their application in governance and tax administration. Domain coverage may include technology-enabled and non-intrusive tax processes, evolving compliance and enforcement models, global and domestic tax developments, and modern taxpayer service frameworks. The Programme should further address mental well-being, health management and resilience, enabling officers to manage professional responsibilities in periods of transition and uncertainty and emerge as agile leaders, effective managers and change agents.

Phase II of Mid-Career Training Programme
The MCTP Phase II is the second in the series of the MCT Programmes. The participants for MCTP Phase II comprise of officers with 14-16 years of field experience. These officers presently posted as Joint /Additional Commissioners of Income Tax are slated to be promoted to the rank of Commissioners of Income Tax or Senior Administrative Grade to the Government of India.
Eligibility
The proposed Partner Institution must be a top- ranking institution, i.e. a Centre or School for Public Policy or Public Management or a Business School or Think tank with demonstrated expertise in the areas outlined in Para 1.2 (refer RFP document), particularly in the design and delivery of programmes focused on behavioural, functional, leadership and technology-enabled competencies. It should be a top 10 ranking management institution as per the latest NIRF rankings. The selected Institutions would be required to execute the work of delivery of MCTP in coordination with Directorate of Training, CBDT.
Scope of Work:
The partner institution will:
- Provide mutually convenient slots for scheduling of MCTP.
- Arrange for the residential training programme at the campus with suitable boarding and lodging arrangements.
- Arrange for the appropriate pedagogical mix that will include theoretical lecture sessions, case discussions, group working, workshops and exposure visits. The medium of instruction will be English. Identify resource persons for the various topics proposed to be covered during the programme and ensure that there is the right mix of academic and practitioner faculty
- Develop and provide relevant study material on each of the inputs being delivered along with providing pre-course material which the participants can come prepared with. This prereading material is to be shared in the form of e-content/hardcopy/books with the participants.
- Design and implement, in consultation with the Directorate of Training, an evaluation measure to test the efficacy of inputs imparted during the programme. This shall include an assessment of the learning at the end of the training program.
- Design and implement, in consultation with the Directorate of Training, structured feedback mechanisms for each session as well as comprehensive end-of-course feedback. The feedback templates shall be hosted on an online portal with access to the Directorate of Training.
- Design and implement, in consultation with the Directorate of Training, an online attendance management system to record daily attendance of participants and provide access of attendance data to the Directorate of Training.

- Incorporate physical activity as a compulsory daily component of MCTP, with flexibility for participants to select from a range of available physical activities on campus institute.
- Share programme records, including end-of-course evaluations, in digital format with the Directorate of Training for future reference by the Department.
- Provide training kits to participants upon arrival, in consultation with the Directorate of Training
- Design and tie up logistics for the participants including:
- Pick up from airport/station to and from Training institution (For transfer to/from airport for participants arriving/departing by same flight, carpooling may be done but for not more than 2 participants per vehicle).
- Boarding and lodging (on single occupancy basis) and all meals
- Field visits/cultural visits/excursion tours.
- Training Costs.
- One official welcome dinner.
- Tie up logistics for 2 Coordinators from Directorate of Training
- Pick up from airport/station to and from Training institution
- Boarding and lodging (on single occupancy basis) and all meals.
- Deliver the MCTP for a period of three years on mutual agreement basis. Upon satisfactory delivery of the module during first year, the agreement with the selected partner Institution may be extended for future two years with a cost escalation of 3 per cent of the recurring cost for each year in succeeding years. The continuation of the MCTP on annual basis shall be subject to review and satisfaction of feedback by the Directorate of Training, CBDT.
Bid security/Ernest money deposit (EMD):
Bidder will have to furnish Bid security/EMD of Rs 10,00,000/- for Phase II in the form of a Bank Guarantee issued by any nationalized or scheduled bank in favor of Zonal Accounts Office (ZAO), CBDT, Vikas Bhawan, New Delhi. Acknowledgement of EMD payment shall be communicated at e-mail id deputy.director.trg2@incometax.gov.in.
