Odisha Coal and Power Limited (OCPL) is a Govt. of Odisha company incorporated under the Companies Act 2013, India. It is a joint venture company of Odisha Power Generation Corporation Limited (OPGC) and Govt. of Odisha. OCPL seeks to select Agency for the Services “Skill Development & Livelihood Generation Program for Women in Apparel and Tailoring at RR Colony of OCPL” and hence, invites Proposals to execute the Services from reputed Agency. The Agency will be selected as per procedure laid down in the document.

Eligibility:

  • The Bidder must have at least 7 years of experience in consultancy services from the date of notification of Tender (Please refer Bidding Schedule of RFP). Bidder shall submit Valid Proof of document such as Turnover of Seven Years duly certified by Chartered Accountant.
  • The Bidder must have completed 2 nos. Consultancy Services of similar nature in preceding 7 years from the date of notification of Tender (Please refer Bidding Schedule of RFP). Bidders must submit the Copies of Letter of Award/Work Order and Completion/Performance certificate issued by the clients in support of the above qualification requirement.
  • Bidders must have an average annual turnover of minimum Rs. 9.88 Lakhs (Rupees Nine Lakhs Eighty-Eight Thousand only) in consultancy services in previous three consecutive financial years (i.e. 2024-25, 2023-24, and 2022-23). Audited Annual Report including balance sheet and profit loss statement for last 03 (Three) Financial Year needs to be submitted.

Project Overview:

The Skill Development and Livelihood Generation Program for Women in Apparel and Tailoring is designed to enhance women’s economic participation by strengthening an existing sewing center into a Skilling and Micro-Enterprise Hub in RR Colony, Odisha.

The program integrates tailoring and apparel skill training, live production exposure, enterprise development, and market linkages to enable women from marginalized households of RR Colony to achieve sustainable livelihoods.

Implemented over a 12-month period, the program will directly benefit 50 women from RR Colony, equipping them with technical, entrepreneurial, and market-oriented skills and enabling their transition from trainees to income-earning producers under a women-led Producer Group/Collective.

Objectives of the Scope of Work:

The implementing agency shall be responsible for:

  1. Providing basic and advanced skill training in apparel and tailoring to women of RR Colony.
  2. Operationalizing a training-cum-production unit within RR Colony.
  3. Building women’s capacities in leadership, financial literacy, and entrepreneurship.
  4. Developing market-ready product lines aligned with local and corporate demand.
  5. Establishing sales and market linkages to ensure continuous income generation.
  6. Facilitating formation and strengthening of a women-led Producer Group/Collective from RR Colony.

Team Deployment:

The implementing agency shall deploy:

  • Fashion Designer (Product Development & Coordinator)
  • Lead Tailoring Trainer
  • Coordinator cum Sales & Marketing Lead
  • Community Mobilizer (RR Colony)
  • Accountant / Finance Officer (Part time)

Scope of Work:

Establishment of Centre and Identification of Beneficiaries

Duration- 1st Month (One Month)

The agency has to establish the center with all the amenities in the first month of starting of program. A minimum of 50 beneficiaries has to be identified in the first month of program and training has to be schedule group wise.

  • Identify and enroll 50 women (18–45 years) exclusively from RR Colony.
  • Ensure minimum 50% participation of SC/ST women.
  • Maintain beneficiary profiles, enrolment records, and attendance registers.
