Background:
Recent technological advancements and digitalization are transforming the world of work, with implications for the skills ecosystem. According to a World Economic Forum survey, 84% of businesses surveyed in India were seeking to hire new staff with skills relevant to new technologies. Clearly there is a need for workers to continuously upskill and reskill to match changing demand. The Covid-19 pandemic has increased the complexity by affecting different sectors differently.
Further, it is important to note labour market nuances. In India, young people (aged 30 years or less) comprise nearly nine-tenths (89%) of unemployed segment. Further, 46% of the unemployed have a graduate or higher degree and 45% are only school educated. Analysis of such data is important to inform better design and targeting of interventions to enhance access to work opportunities.
Given the evolving environment and labour market complexities, it is essential to continuously identify and monitor emerging job opportunities, so that skilling interventions focus on occupations which have higher employment potential. Further, critical information gaps about demand and supply of skilled manpower – for instance, where are the jobs, and which sectors and occupations provide good employment opportunities, availability of required skills – must be addressed to improve alignment of training programs to industry demand.
In this direction, NSDC aims to develop a robust, reliable, and comprehensive Market Insights platform, which would be an integrated set of institutional arrangements, procedures, mechanisms, and data systems designed to produce labour demand dynamics and labour supply dynamics. The main objective of the platform is to capture labour market data, and analyze the same into information and disseminate to target groups of stakeholders, which would be the key tool to gain the potential of the expected labour force abundance in India.
National Skill Development Corporation (NSDC) intends to Select an agency for development of Market Insights Information System (MIIS) (hereinafter called “Bidders”).
The Bidders with whom this RFP is shared, are invited to submit a Technical Proposal and a Financial Proposal against this RFP. The Proposal will be the basis for negotiating and ultimately signing the Contract with the selected Bidder.
The Bidders should familiarize themselves with the local conditions and take them into account in preparing their Proposals. The Client will timely provide, at no cost to the Bidders, the inputs, relevant project data, and reports required for the preparation of the Bidder’s Proposal.
Eligibility Criteria:
- The bidder should have been established on or before 2015
- The bidder should have experience of working on minimum 2 similar projects
- The bidder should have minimum average annual turnover of INR 5 Crores in last 4 financial years
