RFP: To Conduct Monitoring & Evaluation in Health and Skilling

Smile Foundation has started implementing the healthcare and skilling program in 27 selected villages of Agar Malwa district. The foundation is inviting request for proposals (RFP) interested and eligible agencies for Long-term Monitoring & Evaluation (M&E) Partnership for Health and Skilling Project in Agar Malwa District, Madhya Pradesh. For this purpose, the program will concentrate on two key components:

  • Improving Health Access, Literacy and Linkages: This component will focus on comprehensive community-based health initiative aimed at strengthening primary healthcare, reducing disease burden and improving health outcomes through outreach, convergence and capacity building
  • Empowering Rural Youth through Skilling: This component will aim to empower marginalized youth in Agar Malwa, Madhya Pradesh, by equipping them with market-relevant skills in Green Jobs and 21st Century Skills, fostering sustainable livelihoods and inclusive economic growth

The proposed skilling program targeted, inclusive and future-ready skilling intervention to break the cycle of poverty, unemployment and underutilized youth potential. There is a clear and urgent need to establish structured, industry-aligned training programs that focus on trades with real market demand-especially in Green Jobs and 21st Century Skills such as digital literacy, communication and problem-solving. Investing in these domains will not only prepare the youth for the evolving employment landscape but also contribute to India’s larger climate and sustainability goals.

This project is designed to bridge the skill-employment gap by setting up a dedicated Skill Centre in Agar Malwa, conducting evidence-based trade selection, and delivering high-quality, NSQF-aligned training. Also training on 21st Century Skills will be provided to Youth through a Learning Management System (LMS). Special attention will be given to marginalized youth, women and migrant returnees, ensuring inclusive growth and livelihood security. The approach emphasizes community mobilization, gender-sensitive infrastructure, strong industry partnerships and post-training placement support creating a holistic ecosystem for youth empowerment.

Objectives (Skilling)

  • Establish a fully functional Skill Centre in the district to deliver structured, quality training in Green Jobs and 21st Century Skills, equipped with the required tools, infrastructure and necessary facilities.
  • To understand current employment patterns, livelihood sources and market demand for green and future-ready jobs in the project area and region.
  • Identify current and emerging sectors with job potential locally and in nearby districts (Indore, Ujjain, Dewas).
  • Mobilize and enrol of marginalized youth through targeted community outreach, screening, and counselling efforts in rural and semi-urban areas of the district
  • Deliver trade-specific training to enrol youth with a minimum of 250-270 hours of practical and theoretical instruction per trade, aligned with NSQF standards and sector demand.
  • Facilitate employment or self-employment for at least 45–50% of trained youth by March 2026 through employer engagement, placement drives, and continuous post-training support. The placement process is expected to take approximately 45 to 60 days.
  • Ensure at least 40% retention of placed youth for a minimum of 3 months post-employment by providing career counselling, workplace readiness sessions and regular follow-up for job satisfaction and on-the-job support.

Scope of Work

The M&E Partner will work closely with Smile Foundation’s program and leadership teams. The scope includes, but is not limited to, the following:

  • Design M&E Framework and Systems
  • Conduct assessments (Evaluations and Impact Studies
  • Routine Monitoring and Data Management
  • Program Learning and Adaptive Management
  • Reporting and Knowledge Products
  • Capacity Building
  • Research

Eligibility and Experience Requirements

Interested agencies should meet the following criteria:

  • At least 5-7 years of experience in Monitoring and Evaluation, preferably in health and/or skilling/livelihood sectors.
  • Demonstrated experience in large-scale, long-term M&E engagements.
  • Proven expertise in quantitative and qualitative research methods.
  • Experience working with NGOs/ INGOs, CSR-funded projects or institutional donors.
  • Availability of a qualified multidisciplinary team comprising of M&E specialists, statisticians, field coordinators and subject matter experts
  • Experience in managing similar socio-economic contexts is preferred.
