Directorate of Industries and Commerce, Government of Tripura intends to engage a Consultancy Firm/Agency for State Level Project Management Consultancy (PMC) to Support Implementation of Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) through this Request for Proposal (RFP).

Scope of Work

The selected Project Management Consultancy (PMC) shall provide comprehensive technical, managerial, financial, monitoring, and coordination support to the State Project Monitoring Unit (SPMU) for effective implementation of Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU), Component-I, in the State of Tripura.

The PMC shall function under the overall guidance of the State Steering Committee (SSC) and shall work in close coordination with the Directorate of Industries & Commerce / Directorate of Skill Development, MSDE/DGT, National PMU, and other stakeholders, as applicable.

  • State-Level Planning and Scheme Operationalisation
    • Support the State in overall planning, phasing, and operationalisation of PM-SETU in Tripura,
      including alignment with scheme guidelines, timelines, and milestones.
    • Assist in identification, assessment, and prioritisation of Government ITIs for upgradation under the Hub-and-Spoke model, including mini-hub configurations applicable to North-Eastern States.
    • Support preparation, review, and updating of State-level PM-SETU implementation roadmaps
      and action plans.
  • Support for SPV Formation and Institutional Framework
    • Provide technical and advisory support to the State during formation of Industry-led or State
      led SPVs, in accordance with PM-SETU guidelines.
    • Assist in review and alignment of institutional documents such as:
      • Strategic Investment Plans (SIPs)
      • Shareholders’ Agreements (SHA)
      • Licence Agreements (LA)
      • Governance and operational frameworks
    • Facilitate coordination between the State Government, SPVs, and Industry partners to ensure
      smooth institutional onboarding and role clarity. (Execution and management responsibilities shall remain with the SPV.)

  • Monitoring, Evaluation, and Performance Management
    • Establish and operationalise a State-level Monitoring & Evaluation (M&E) framework aligned
      with PM-SETU KPIs, DLIs, SIPs, and Annual Operational Plans (AOPs).
    • Develop, manage, and maintain MIS, dashboards, and reporting systems for:
      • Physical progress
      • Financial progress
      • Output and outcome indicators
    • Prepare periodic progress reports, review notes, and presentations for:
      • State Steering Committee
      • MSDE/DGT/NPMU
      • Other review forums as required
    • Support coordination with Independent Monitoring Agency (IMA) and Independent Verification Agency (IVA), including data validation and documentation.
  • Financial Management and Fund-Flow Monitoring
    • Support the State in monitoring scheme fund flow, utilisation, and compliance with PM-SETU
      financial norms and milestones.
    • Assist in preparation, scrutiny, and consolidation of:
      • Utilisation Certificates (UCs)
      • Expenditure statements
      • Financial progress reports
    • Track utilisation thresholds and milestone compliance linked to release of subsequent tranches.
    • Ensure adherence to:
      • PM-SETU Financial Design
      • General Financial Rules (GFR)
      • PFMS and applicable State financial rules (Financial execution and accounting shall rest with the designated Nodal Agency/SPV.)
  • Procurement and Contract Management Support
    • Provide technical support to the State/SPMU in:
      • Drafting of RFPs, EoIs, and bid documents related to PM-SETU
      • Development of bid evaluation criteria and scoring frameworks
    • Assist in bid evaluation, contract finalisation, and documentation, as required.
    • Ensure procurement processes are aligned with:
      • PM-SETU guidelines
      • State procurement rules
      • CVC principles of transparency, fairness, and competition
  • Industry Engagement and Skill Ecosystem Coordination
    • Support the State in industry outreach, consultations, and coordination with potential Anchor
      Industry Partners and ecosystem stakeholders.
    • Facilitate engagement with:
      • Sector Skill Councils
      • NSDC
      • Industry associations and MSME bodies
    • Support alignment of training, apprenticeship, and placement initiatives with local and regional
      industry requirements. (Industry partnership execution and delivery shall remain the responsibility of the SPV.)
  • Capacity Building and Knowledge Management
    • Support capacity building initiatives for:
      • State officials
      • ITI leadership
      • SPV representatives, as required
    • Organise workshops, review meetings, and training sessions for dissemination of scheme
      guidelines, best practices, and implementation learnings.
    • Document good practices, case studies, and lessons learnt for replication and scaling within the State.
  • Grievance Redressal, Compliance, and Safeguards
    • Support the State in operationalisation and monitoring of grievance redressal mechanisms under PM-SETU.
    • Assist in ensuring compliance with:
      • Environmental, social, and governance (ESG) safeguards
      • Labour welfare, safety, and gender-sensitive provisions prescribed under the scheme
    • Track and support timely resolution of grievances and compliance issues.
  • Coordination, Reporting, and Communication
    • Act as a technical coordination support to the State for all communications with MSDE/ DGT/ NPMU and other Central agencies.
    • Support the State during inspections, reviews, audits, and evaluations conducted by Central
      agencies or external stakeholders.
    • Any Other Support: The PMC shall undertake any other task incidental to the implementation of PM-SETU as may be assigned by the State Government, provided such tasks are consistent with scheme guidelines and approved financial ceilings.
