Central Electronics Limited invites online bids (Technical & Financial) from eligible bidders for “Appointment of suitably qualified and experienced Program Management and facility Management Company for RPL & bridge training of construction workers”. The bid shall remain valid for a minimum period of 180 days from the date of opening of tender.

Objective/Purpose: The purpose of this tender is to appoint a suitably qualified and experienced Program Management and Facility Management Company (FMC) for the Recognition of Prior Learning (RPL) and Bridge Training Program for construction workers in a State of North India.

Scope of Work

Program Management: The selected company shall:

  • Training Partner Selection: Tender/ RFP will be prepared for the selection of training resources/ training partners and floated by CEL.
  • Management of work Awarding Body: Onboarding and management of training partners in alignment with project objectives.
  • Compliance & Documentation
    • Maintain strict adherence to NCVET and AB guidelines
    • Provide evidence-based execution trails: onboarding, assessments, certifications, expenses, ToT records, training evidence
    • Maintain statutory audit-ready documentation for at least 10 years
  • Fund Tracking & Utilization Records
    • Maintain structured expenditure logs
    • Submit Fund Utilization Certificates (FUC), expense ledger, declarations as mandated
  • Stakeholder Coordination
    • Liaison with CEL, State Welfare Boards, Awarding Bodies, TPs, and other agencies
    • Define execution milestones, delivery calendars, assessment slots, and monitoring checkpoints
  • Monitoring & Review Framework
    • Deploy SOPs for every lifecycle stage: Mobilization, Enrollment, Training delivery, Certification
    • Audit trail for attendance, center compliance, assessor logs, and eligibility validations

Facility & Technology Management: The FMC must deploy a comprehensive platform with the following capabilities:

  • Training Partner / Centre Empanelment Portal
    • Geo-tagged evidence submission
    • Time-stamped audit records
    • Multi-level online review and approval
  • AI-Enabled Assessment Engine
    • Remote & centre-based assessments
    • Proctoring, proctor logs
    • AI video scrutiny & digital audit trails
  • Online ToT Management
  • Training Partner & Program Governance
  • Audit & Compliance Module
  • MIS Dashboards & Archive
  • Data Security & Certifications
