Ghoghardiha Prakhand Swarajya Vikas Sangh (GPSVS) and Life Education and Development Support (LEADS) invite proposals from a qualified consultant or agency to design and deliver comprehensive, end-to-end entrepreneurship training and mentorship for selected SHGs, FPOs/Farmers Group, and high-potential individual entrepreneurs. The assignment will cover the full enterprise value chain—from production and processing to packaging, branding, marketing, and establishment of sustainable market linkages—in rural areas of Bihar and Jharkhand.

Introduction

This ToR is being advertised as part of a European Union and Welthungerhilfe co-funded and Ghoghardiha Prakhand Swarajya Vikas Sangh (GPSVS) and Life Education and Development Support (LEADS) implemented project to address the devastating socio-economic impacts of Covid 19 on vulnerable population through access to government entitlements and enhanced capacities for sustainable livelihoods. Under the project, we are working with the unorganized and migrant communities in the states of Bihar and Jharkhand.

Brief and Objectives:

GPSVS and LEADS invite proposals from a qualified consultant or agency to design and deliver comprehensive, end-to-end entrepreneurship training and mentorship for selected SHGs, FPOs/Farmers Group, and high-potential individual entrepreneurs. The assignment will cover the full enterprise value chain—from production and processing to packaging, branding, marketing, and establishment of sustainable market linkages—in rural areas of Bihar and Jharkhand.

Scope of Work

The selected consultant/agency will be responsible for end-to-end design, implementation, and mentoring of skill development and entrepreneurship interventions for SHGs, FPOs/Farmers Group, and selected individuals in project locations across Bihar and Jharkhand.

The scope of work shall include, but not be limited to, the following components:

  • Assessment and Identification
    • Conduct a rapid market and livelihood assessment to identify viable, locally relevant business opportunities (farm, off-farm, and non-farm).
    • Identify and finalize target SHGs, FPOs/Farmers Group, and individual entrepreneurs in coordination with GPSVS and LEADS.
    • Assess existing skill levels, production capacities, resource availability, and market readiness of selected participants.
  • Entrepreneurship & Skill Training Design
    • Design a structured, modular end-to-end entrepreneurship training curriculum for each identified business/enterprise covering:
      1. Production techniques and quality standards
      2. Processing and value addition
      3. Packaging and labelling (including regulatory compliance where applicable)
      4. Branding and product positioning
      5. Costing, pricing, and basic financial management
      6. Marketing strategies, business planning and management (local, regional, and digital where feasible)
    • Develop training materials in local language(s) using participatory and adult-learning methodologies.
    • Establish at least 10 enterprises with sustainable market linkages
    • At least 10 SHGs and 100 participants are trained
  • Training Delivery
    • Conduct classroom and hands-on practical trainings for selected participants.
    • Provide sector-specific technical inputs aligned with chosen enterprises.
    • Ensure inclusion of women, migrants, and vulnerable groups as per project objectives.
    • Include business plan development for each enterprise as an output
  • Mentorship and Handholding
    • Provide continuous mentoring and business handholding to trainees throughout the contract period.
    • Support participants in refining business plans, improving product quality, and scaling production.
    • Address enterprise-specific challenges through on-site and remote mentoring support.
    • At least 10 Buyer seller meet with processors and wholesalers/retailers/value chain actors
  • Market Linkages and Value Chain Development
    • Facilitate 10 market linkages with buyers, aggregators, wholesalers, retailers, and digital platforms, as appropriate.
    • Support formation or strengthening of producer collectives and common marketing mechanisms.
    • Establish at least one sustainable and functional marketing/value-chain model for selected products.
    • Critical input support based on value chains for individuals or Common Facility Centre for group based enterprises
    • At least 10 SHGs and 100 participants are trained
  • Coordination, Reporting, and Knowledge Sharing
    • Coordinate closely with GPSVS, LEADS, and project teams to ensure alignment with project goals.
    • Participate in review meetings and provide regular progress updates.
    • Document best practices, lessons learned, and success stories for reporting and scale-up.

Key Deliverables

The consultant/agency will be expected to deliver the following outputs during the 8-month contract period:

  1. Inception Report
    • Detailed implementation plan, training methodology, timeline, and enterprise selection framework.
  2. Market & Enterprise Assessment Report
    • Findings of livelihood and market assessment, including selected business ideas and target participant profiles.
  3. Training Curriculum and Materials
    • Comprehensive training modules and toolkits covering production to marketing,, including sessions-theoretical, practical hours of training, exposure visits, assessments, accreditation if any, submitted in soft and hard copy
    • At least 10 types of on-farm and off-farm enterprises to be established no. of trainings that should be delivered.
    • Sub sector analysis including Value Chain report. Triangulation process to be followed on why particular VC is selected
  4. Training Completion Reports
    1. Documentation of all trainings conducted, including participant lists (disaggregated by gender), training content, and outcomes.
  5. Mentorship & Handholding Reports
    • Periodic reports outlining mentoring activities, enterprise progress, challenges faced, and corrective actions taken.
  6. Functional Market Linkages Established
    • Evidence of operational market linkages/value chains (MoUs, buyer connections, sales records, or similar proof).
  7. Final Completion Report
    1. Consolidated report summarizing achievements against objectives, impact on livelihoods, sustainability measures, and recommendations for replication or scale-up.

Budget: The tentative budget is around INR 1000000 including everything under Budget Head 5.

Additional Information:

The actual scope of work and deliverables will be finalized after the interview with the agency/expert.

  • A technical proposal specifying the overall approach to the execution of the contract; the services to be provided; the experience of the applicant in similar assignments and their proposed team with time commitment.
  • A financial offer including each service’s per unit cost.
  • Samples of the previous work, especially related to entrepreneurship and market linkages. 

Duration: 8 Months

Evaluation: The selection of consultant shall be based on both technical quality and cost evaluation by the purchasing committee.
