Position: Technical Advisor – IGVET

Location(s): Bhiwadi (Rajasthan), Hyderabad

Minimum Eligibility Requirements:

Educational Qualification: Master’s degree in an area that is related to education, business/project management and/or international affairs
Experience:

  • At least 10 years’ experience in areas of consulting, stakeholder management of diverse professional networks, and / or international development
  • Work experience in or with state government entities responsible for VET or private sector development
  • Knowledge of organizational development strategies and concepts

 

Additional Competencies: 

  • Proactive and client-oriented approach to the tasks
  • Excellent communication and presentation skills, both orally and in writing
  • Strong network in the areas of private sector development and skills development
  • Good working knowledge of ITC technologies and computer applications
  • Excellent knowledge of English, knowledge of German, and a local language such as fluent Hindi, is considered an asset

 

Project Background: The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) is a German state-owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ has a longstanding cooperation with India, including programmes for Private Sector Development (PSD) and Vocational Education and Training (VET). The Government of India and Germany has agreed to address the challenges around employment-oriented skills development which India is facing. The bilateral agreement is in line with the “Skill India” and “Make in India” initiatives of the Government of India and the German Government has commissioned GIZ to implement the Indo-German Project for Vocational Education and Training (IGVET). The project aims to promote the active participation of private sector actors in developing and implementing cooperative VET models. Together with its partners and stakeholders, the project is establishing cooperative workplace-based VET approaches together with the private industry in three clusters; the electronic and manufacturing industry in Bangalore, the automobile suppliers’ industry in Aurangabad, and the construction and manufacturing industry in Bhiwadi. The project is advising the Ministry of Skill Development and Entrepreneurship (MSDE) in the development of future oriented skills policies for India.

Responsibilities:
The advisor is responsible to guide private sector organisations and government entities to jointly initiate, develop, and consolidate cooperative VET models for the targeted industry in Bhiwadi as well as possible expansion to other geographical areas. The advisor is providing technical guidance to stakeholders, advisory on organisational development of VET models, and technical VET expertise. The technical advisor is responsible to identify and elaborate opportunities for incorporating workplace-based training approaches in existing institutions, processes, and structures as well as facilitating dialogue that feeds into policy recommendations for central and state level governments. 

Tasks:
1. Cooperation, Dialogue, and Partnership

  • Establish networks and partnerships among the programme’s private and public stakeholders
  • Create an understanding of the requirements and needs of the programme stakeholders
  • Foster coordination and consultative dialogue with the partners on cooperative VET models
  • Organize and facilitate network meetings, round tables, community of practice sessions, and workshops among the programme partners

 

2. Piloting of Cooperative VET models

  • Provide advisory and guidance to partners in defining appropriate cooperative VET concepts
  • Support piloting of cooperative VET models within the partner network
  • Provide recommendations for the further elaboration and improvement of Qualification Packs, Training Curricula and National Occupational Standards, relevant for the Cluster
  • Assist in establishing feedback loops and assessment mechanisms on cooperative VET models for future improvement, documentation, and replication
  • Monitor, quality control and report the programme’s activities for the given cluster

 

3. Policy recommendations and knowledge management

  • Assistance and advisory to the partners to consolidate their lessons learned in a documentation for replication and policy development
  • Facilitate round table discussions with relevant stakeholders to provide guidance for policy recommendations
  • Document case studies, success stories, lessons learned and other knowledge-products
  • Update the GIZ knowledge management system with relevant documents
