Minimum Eligibility Requirements:
Educational Qualification: University degree in engineering followed by post-graduation in Business Management or equivalent. In case of candidate having extensive and relevant professional experience in the field of VET (e.g. 20 years or more), the requirement of the post-graduation diploma/degree may be suspended.
Experience:
- Min. 10 years of professional work in the field of VET implementation or private sector development, preferably in the electronics sector.
- Preference would be given to candidates having work experience on a senior executing position in industry-run VET training centers or those from the central/state government entities responsible for VET or private sector development.
- Work experience with Chambers or Industry Associations would be preferred.
Skills required:
- Intellectual Curiosity & Problem-Solving – intelligent and agile, has thorough conceptual understanding of the topics, has ability to think independently and make sound and informed decisions;
- Strategic Thinking – Critically evaluates the information for operationalising ideas and formulates plans for implementation;
- Focuses on outcomes – ability to set clear goals and bring out quality outputs;
- Communication: Excellent oral and written communications skills; Moderation and presentation skills;
- Adaptability: Demonstrated work experience with the multi-disciplinary teams;
- Knowledge of organisational development strategies and concepts would be an asset.

Project Background: The Government of India and the Government of Germany agreed to address the challenges faced by Skill Training in India. Based on the MOU signed between the two governments in 2014, which included bi-lateral cooperation in the field on vocational education and training as a priority area, the German Federal Ministry for Economic Cooperation and Development (BMZ) launched a new project as part of their bilateral cooperation portfolio with India. The implementation agreement for this new project – the ‘Indo-German programme for Vocational Education and Training’ (IGVET) was signed between Ministry for Skill Development and Entrepreneurship and the Gesellschaft für Internationale Zusammenarbeit (GIZ) in August 2016. The project started in September 2016 and will last until April 2019.
The IGVET draws its inspirations from the German Dual Vocational Education and Training model, which is characterised by the strong involvement of the private sectors. The overall objective of IGVET is to achieve a demand-driven cooperation for VET between public and private actors, specifically in three industrial clusters: automotive components in Aurangabad (Maharashtra), electronics manufacturing in Bangalore (Karnataka), energy-efficient construction in Bhiwadi (Rajasthan). Together with its partners the project is working towards establishing cooperative workplace-based VET models in these clusters. The processes, approaches and experiences in each cluster would be documented for replication by the Ministry of Skill Development and Entrepreneurship (MSDE) and other key stakeholders.
Roles and Responsibilities:
A dynamic team member to be part of IGVET as ‘Technical Advisor’ for the Electronics Manufacturing Cluster in Bengaluru. The Technical Advisor would report to the Director (IGVET) and will be responsible for technical advisory to the IGVET stakeholders in Bengaluru. The role would be challenging and require strong multi-stakeholder engagement across the VET ecosystem in India.
Key Tasks:
- The advisor will serve as the focal point of the IGVET in the cluster and would lead, guide and facilitate cooperation between the private sector organisations and government entities to jointly develop, and consolidate cooperative VET models for the electronic industry in Bengaluru.
- Focus on setting multi-stakeholder roundtables with National and State Government, industry associations and other private sector entities, industry associations, etc., and deepen collaboration between them on topics related to the skill development
- Encourage industry associations to set up ‘Skill Development Units’ for promoting the cooperative VET model and contribute by extending workplace-based practical trainings in the member companies of their cluster.
- Provide technical guidance and advisory to the Industry associations and other private stakeholders on organisational development as required for effective cooperative VET models.
- Facilitate platforms for multi-stakeholder dialogue and discussions on cooperative VET so as to promote systematic cooperation between the public and private stakeholders;
- Any other tasks as required for the position
