New Delhi : Shri Dr. K P Krishnan, IAS, Secretary, Ministry of Skill Development and Entrepreneurship, Government of India through a departmental order D.O. No. SD-15/31/2017-DD(IC)/35 Dated : 16th January 2019 stated that
It has come to the notice of the Ministry that a few State Governments/Union Territories have invited or are in the process of inviting an Expression of Interest for selection of Sending Organizations for the Japanese Technical Intern Training Programme (TITP).
In this context, I may mention that a Memorandum of Cooperation (MoC) was signed between Ministry of Skill Development and Entrepreneurship (MSDE) and Ministry of Justice. The Ministry of Foreign Affairs and the Ministry of Health, Labour and Welfare of Japan on 17th October, 2017 at Tokyo, Japan with an aim to transfer technical skills from Japan to India by way of ‘Technical Intern Training Programme’ (TITP). As per Sub-Clause 1 of Clause iii under the Heading of ‘Commitments of MSDE’, it has been stated that : To ensure that the recommendation, which is made by MSDE, on a Sending Organization that is considered to have the ability to properly coordinate the applications of the technical intern trainees for the supervising-organization-type of the Technical Intern Training Programme to supervising organization in Japan (the recommendation stipulated in Para 1, Article 25 of the Ordinance for Enforcement of Act), may not be made by any public authorities other than MSDE.
MSDE, in turn, has been entrusted with the responsibility for the Monitoring and execution of TITP in India.
In view of the above, you are requested to withdraw such advertisement (if any) without further delay or not to initiate any further excercise in this connection.
