Chandigarh : Haryana Government is planning to set up tool rooms at IMT Rohtak and Saha within next two years. Also, Quality Making Centres will be converted into Quality Certification and Skill Development Centres with the assistance of Union Ministry of MSME.
The Haryana State Industrial Infrastructure Development Corporation (HSIIDC) said this in a recently released handbook giving glimpse of interventions taken by the state government in order to woo investors. Calling the investors to invest in the state, the handbook highlighted various steps taken by the government to boost the MSME sector.
The three major steps, it said, were – Best in class fiscal incentives; Cluster Development; and Regulatory Simplification.
Under the fiscal incentives, it pointed, the Haryana Government gives investment subsidy on VAT in which up to 75 per cent of the VAT is reimbursed. The interest subsidy at the rate of 5 per cent for micro and small enterprises on term loan or maximum up to Rs 10 lakh per year for three years is given.
100 percent refund of stamp duty and 50 per cent exemption of conversion charges and EDC are other major steps taken for the sector.
Further, it said the government gives 100 per cent electricity duty exemption for 7 years for all new enterprise from the date of release of electricity connection. The handbook said the state has strong MSME clusters of Engineering, Handloom, Scientific instruments, pharmaceuticals, footwear etc.
On Regulatory Simplification front, the handbook said efforts are being made to simplify the process and reduce the regulatory burden on investors.
The initiatives taken by the government in this front includes – Single roof clearance under which projects with investment up to Rs 10 crore or CLU cases up to one acre in conforming zones will be cleared at the district level itself by the District Level Clearance Committee headed by the Deputy Commissioner.
It said the state government would soon set up a dedicated Liaison cell for MSMEs for an effective interface with the Ministry of MSME and the MSMEs. An E-commerce portal for online trading, marketing of MSMEs/ Khadi/ Handicraft products will shortly be set up by the state government.
