National Rural Livelihoods Mission (NRLM), MORD GOI is implementing placement linked skill development program under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY). Punjab Skill Development Mission (PSDM), Department of Employment Generation Skill Development and Training is the Nodal Agency for implementation of the program in the State of Punjab.
PSDM through its Memo No: I/20418/2021 Date: 09-03-2021 invites proposals from registered Project Implementing Agency (PIA) with valid Permanent Registration Number (PRN) No.(MORD, Gol) to implement PERSON WITH DISABILITIES DDUGKY Project in the State of Punjab for skill training and placement of rural specially-abled youths with benchmark disability – means a person with not less than 40% of a specified disability defined in MORD. Notification- 02/2020.Also the applicant agencies need to adhere to the guideline laid down by the Ministry of Rural Development and Panchayati Raj, GOI from time to time, The applicant agencies need to follow MORD Notification 43/2017 and 02/2020 specifically for PWD target.

Interested eligible Agencies may submit their proposal online at https://erp.ddugky.info under special project Tab of ERP along with non-refundable application fee of Rs. 25,000/- drawn in favour of Mission Director PSDM, ICICI Bank, A/c No. 360701000133, IFSC Code ICIC0003607, Sector 10 D Branch, Chandigarh. The appraisal of the project proposals shall be carried out based on Notification No. 20/2017 Dated 3rd April 2017, Rural Skills Division of MORD, Government of India.
Details for filling up online application form and deposit of fees is available in Notification No.69/2015 dated 07-Jan-2019 of MORD. Applicant PIA should read the Guidelines and Standard Operating Procedures (SOP) carefully before filling up the application form which is available on website www.ddugky.gov.in. The proposals submitted under normal category/through normal tab in ERP shall be out rightly rejected.

The application process is a complete online process hence there is no need to send the hard copy of documents. The entire process of application of proposals, screening & selection will be done strictly as per the guidelines and norms laid down by MORD for the purpose. Qualitative fee will be applicable separately to the qualified PIA. This is in pursuant of Notification 20/2017 dated 3rd April 2017 regarding the appraisal process for new projects. The qualitative appraisal fees will be as per office order vide- PSDM/2019/8143 dated 25.10.2019 (attached at Annexure-A).

Project duration should be maximum of three years. As per the targets available with the state,PIA should submit the proposal for a span of 3 to 5 months. Proposed training centres shall beresidential type only. The proposals should be submitted on or before 24.03.2021, application received after aforesaid date shall not be entertained in this round of screening. Incomplete proposal in any respect shall be summarily rejected.
The priority will be given to the champion employers, agencies offering captive placements and as per the application categorization based on MORD guidelines strictly. PSDM reserves the right to accept or reject any or all the proposals.
