EOI Invited From PIAs To Implement DDUGKY 2.0 in Rajasthan

The Rajasthan Skill and Livelihoods Development Corporation has invited applications through this EOI from interested Project Implementation Agencies (PIAs) under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDUGKY) 2.0. for Financial year 2026-28. Eligible PIAs can submit their applications. Under category A, a total target of 12,381 is to be allocated and under Categories B, C, and D, a total target of 49,527 candidates is to be allocated. Additionally, PIAs are allowed to submit dedicated projects for rural youth under the Persons with Disabilities (PWD) category, which will be governed by the guidelines issued under Notification No. 43/2017. Each PIA is permitted to submit maximum three proposals.

The four categories of PIA under DDU-GKY 2.0:
A. Captive Employers.
B. Existing PIAs having experience of greater than 50% placement with DDU-GKY.
C. Skilling Agencies who do not have any DDU-GKY experience
D. Start-ups for Skilling recognised by Dept. of Industrial Policy & Promotion, Ministry of Commerce & Industry, GoI.

Eligibility to apply for a project, an entity should be:

A. Registered under Indian Trust Acts or any State Society Registration Act or any State Cooperative Societies or Multi-State Co-operative Acts or the Companies Act 2013 or the Limited Liability Partnerships Act 2008, or SHGs and its federations namely Cluster Level Federation/Block Level Federations. OR
B. A Government or semi-government organization at the State and National Level. OR
C. NGOs must be registered with NITI Aayog’s Darpan Portal. AND
D. Be more than three years old at the time of application except Start-ups.

Responsibilities of the Project Implementing Agency (PIA)

The Project Implementing Agency (PIA) shall bear full responsibility for the successful implementation of the project, including achievement of both physical and financial targets as approved under the Detailed Project Report (DPR). The PIA shall strictly comply with all provisions of the Memorandum of Understanding (MoU), Sanction Orders, annexures, and the applicable DDUGKY 2.0 Guidelines, SOPs, and notifications issued by MoRD and SRLM/SSDM from time to time.

The PIA shall ensure adherence to high-quality standards across all stages of the project lifecycle, including mobilization, training delivery, assessment, certification, and placement. It shall proactively work towards continuous improvement in quality and outcomes. In case of any change in the organizational structure, legal status, or governance framework, the PIA shall promptly inform SRLM/SSDM in writing within a period of seven (7) days.

The PIA shall maintain complete and accurate records of all project-related activities and shall ensure timely uploading of all required data on the designated MIS/ERP platforms. These records shall be maintained until the project closure report is duly accepted and a closure certificate is issued by SRLM/SSDM. The PIA shall also ensure compliance with all applicable laws and regulations, including labour laws, safety standards, and fire safety requirements at training centres. It shall be solely responsible for all third-party engagements and liabilities arising out of project implementation.

Monitoring, Reporting, Audit, Inspection and Investigation

The PIA shall maintain comprehensive, accurate, and up-to-date records of all project-related activities, including but not limited to beneficiary enrolment, training delivery, attendance, assessments, certifications, placements, financial transactions, statutory compliance records, CCTV footage, and biometric attendance logs. All such records shall be retained for a minimum period of eight (8) years after project closure or for a longer duration if required under applicable laws or audit requirements.

The PIA shall ensure timely and accurate uploading of all data, reports, and supporting documents on the MIS/ERP platforms specified by SRLM/SSDM and MoRD. It shall provide unrestricted access to all relevant information, including MIS credentials, CCTV recordings, biometric attendance logs, and financial records, whenever required by authorized officials, subject to applicable data protection and confidentiality requirements. The PIA shall also submit periodic progress reports, financial statements, placement records, and other documents within prescribed timelines.

SRLM/SSDM, MoRD, Technical Support Agencies (TSA), and other authorized bodies shall have the right to conduct inspections, audits, and investigations at any time during the project period or even after its completion within the record retention period. These may include technical, financial, operational, social, and forensic audits. The PIA shall fully cooperate with such inspections and provide complete access to premises, records, staff, and beneficiaries.

Any refusal to cooperate, delay in submission of information, obstruction, or tampering with records shall be treated as a material breach of the agreement and may result in strict actions including suspension of payments, recovery of funds, blacklisting, or termination of the project. SRLM/SSDM also reserves the right to appoint third-party agencies such as TSAs for monitoring and evaluation purposes.

  • All agencies (Existing DDUGKY 1.0 PIA and New agency) must have the new PRN generated through https://kaushal.rural.gov.in/#/prn-registration for DDUGKY 2.0 under Categories A, B, C, and D.
