The Directorate Skill Development and Industrial Training Haryana invites RFP proposals for selection of Consultancy firm/agency for State Project Monitoring Unit (SPMU) for the Scheme ‘Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU).
The Directorate Skill Development and Industrial Training Haryana intends to select a Consultancy Firm/agency to provide manpower for the PMU, through a competitive bidding through open invitation to bid, in accordance with the Quality cum Cost Based Selection (QCBS) (80:20) method procedure set out herein.
Introduction:
The Government of India, Ministry of Skill Development & Entrepreneurship has launched the ‘Pradhan Mantri Skilling and Employability transformation through Upgraded ITIs(PM-SETU) scheme to strengthen the quality and relevance of vocational training across the country. Announced in October 2025, PM-SETU represents a landmark initiative aimed at Up-gradation of 1,000 Government Industrial Training Institutes (ITIs) through Hub-and-Spoke cluster models overseen by industry-led governance. In alignment with this national vision, the State of Haryana is committed to transform its skilling ecosystem by upgrading its network of ITIs. The scheme seeks to enhance the employability and entrepreneurship capabilities of learners by modernizing infrastructure, integrating industry practices, and facilitating sector relevant skill development aligned with local economic priorities.
To ensure effective implementation and monitoring of this ambitious initiative, the establishment of a dedicated State Project Monitoring Unit (SPMU) is mandated at the State level as per PM-SETU operational guidelines issued by MSDE. The SPMU will act as the nodal agency responsible for coordinating multiple stakeholders, providing technical and executive support to the State Steering Committee, and overseeing the timely execution of project deliverables.

Scope of Work
The State Project/Programme Monitoring Unit (PMU) will fully support the Directorate Skill Development & Industrial Training Haryana to implement the Scheme ‘Pradhan Mantri Skilling and Employability transformation through Upgraded ITIs(PM-SETU) in Haryana State through the following major domain intervention as may be required. The PMU will support the Directorate in the following areas:
- Planning and Implementation Support
- Develop a methodology for the selection of ITIs for up-gradation, ensuring alignment with the local economic context and the State’s vision, while maintaining balanced geographical and sectoral coverage.
- Support the State in the preparation of a comprehensive Five-Year Implementation Plan for the scheme, detailing timelines, deliverables, milestones, and monitoring indicators.
- Assist in the formation and operationalization of Special Purpose Vehicles (SPVs), including the
preparation of necessary agreements such as Shareholding Agreements, License Agreements,
Memoranda of Association (MoA), and Risk Sharing.
- Institutional Handholding and Coordination
- Provide continuous handholding support to SPVs for the implementation of approved projects and act as the interface between the State Directorate and SPVs.
- Facilitate industry collaboration and develop frameworks to enhance industry participation in ITI up-gradation.
- Serve as the communication channel between the State, Industries, DGT, NSTIs, and other relevant stakeholders.
- Support State in overall implementation and coordination of the scheme.
- Monitoring Evaluation and Reporting
- Establish project baselines, key performance indicators (KPIs), and monitoring frameworks to track progress, deviations, and performance objectives
- Support data collection, validation, and regular reporting to States/ National PMU(NPMU) as per predefined metrics.
- Conduct periodic performance and viability analysis, recommend corrective actions, and facilitate project review exercises.
- Support provided to a Skill Development Department in define strategy for overseas placement initiatives
- Provide support to the Independent Monitoring Agency (IMA) and Independent Verification Agency (IVA) for effective monitoring and verification of the scheme’s KPI/DLIs during implementation.
- Financial and Procurement Management
- Support the State in preparing annual financial plans, budget monitoring, and expenditure tracking.
- Coordinate and support external audits, ensuring compliance with audit requirements and timely follow up on audit observations.
- Assist the State in developing procurement policies, preparing RFP documents, and implementing procurement planning systems in accordance with financial.
- Capacity Building and Knowledge Management
- Develop capacity building plan, disseminate knowledge and best practices through structured meetings, training programs, and workshops with stakeholders.
- Facilitate learning sessions for SPVs and ITIs to enhance implementation efficiency, quality, and long term sustainability
- Grievance Redressal and Change Management
- Provide grievance redressal support for implementation agencies and monitor the resolution process to ensure timely action.
- Recommend program improvements using change management approaches and document best practices for replication and scaling.
Minimum Qualification Criteria:
- Registration: The Bidder should be a company registered under Companies Act, 1956 or a partnership firm registered under LLP Act, 2008 operating for the last five years. Bidder should be registered with the Service Tax Authorities.
- Consortium/Joint ventures: Bidder should be an individual organization. Consortiums/Joint Ventures are not allowed. Self-Declaration on letter head that bidding firm is neither a Consortium nor a Joint Venture.
- Turn over from consulting services: The bidder should have a positive net worth and a minimum average annual turnover of Rs. 80.00 crores from India operations in business consulting services in previous five financial years (FY2020 21, FY 2021-22, FY 2022-23, FY2023-24 and 2024-25).
- Manpower Strength: Bidding firm should have at least 200 manpower strength having requisite education, qualification, and experience in their direct payroll.
- Project Management Experience: Bidder should have executed /be executing (of minimum duration two (2 years) years a minimum of Three(3) contracts of similar Nature from distinct clients over the past 5 years in Skill Development/ TVET
