Home Management & Care Givers Sector Skill Council (HMCG SSC) is inviting proposals from eligible NCVET-affiliated Assessment Agencies (AAs) to be empaneled for conducting skill assessments in our Sector across India. Prospective Providers who meet the pre-qualification criteria may furnish their Request for Proposal ( RFP ) with all the necessary documents.

Eligible Agencies will be:

  • Assessment Agencies those have PAN India Affiliation status from National Council for Vocational Education and Training (NCVET) are eligible for empanelment and have assessment experience in Domestic Workers Sector’.
  • Assessment Agencies those got state specific Affiliation status from National Council for Vocational Education and Training (NCVET) will be empanelment by default only in approved state.

Scope of Work & Terms of Reference 

In accordance with the statutory guidelines of GFR Rule 170 (Preparation of Terms of Reference), the detailed framework for this service contract is defined below:

  • Precise Statement of Objectives: To empanel NCVET-affiliated Assessment Agencies (AAs) capable of executing secure, high-integrity theory and practical examinations across various Indian states within the Domestic Workers and Caregiving sectors.
  • Outline of the Tasks to be Carried Out: Conducting theory and practical assessments as per SSC guidelines; Deploying certified and qualified assessors possessing relevant domain experience; Ensuring compliance with NSQF, SSC, and NCVET quality guidelines; Submitting assessment results within defined timelines; Maintaining assessment data and video recordings as per protocols.
  • Schedule for Completion of Tasks: Assessments must be executed as per the batches allocated on the portal. All final outputs, reports, and results must be uploaded within the specific turnaround windows mandated by HMCGSSC post-examination.
  • Support or Inputs to be Provided by the Council: HMCGSSC will deliver approved Qualification Packs (QPs), candidate alignment details, center locations, and system credentials through the Skill India Digital Hub (SIDH).
  • Final Outputs Required of the Consultant (Vendor): Submission of authenticated candidate marks sheets, geo-tagged assessor attendance records, fully archived practical assessment video logs, and integrity validation files. Conducting theory and practical assessments as per SSC

Submission Guidelines

  • NCVET affiliation certificate / MoU (with sector details).
  • Company profile and assessment
  • List of qualified assessors (along with credentials and empanelment proof).
  • Geographic coverage and infrastructure
  • Declaration of compliance and non-blacklisting
  • The list of documents to be attached with the proposals are listed
    • Cover letter – As per annexure A
    • Organization Profile – As per Annexure B
    • Assessment Records – As per Annexure C
    • Affidavit for not being blacklisted – As per Annexure D
    • Assessment Methodology – As per Annexure E
    • Declaration for correctness – As per Annexure F (refer the document for all annexures)

Selection Process

  1. The empanelment of Assessment Agencies will be determined by HMCGSSC through a fair evaluation of eligibility parameters (as per Matrix) and in accordance with the merit drawn as per HMCGSSC policy.
  2. All assessment agencies will be monitored on a regular basis for performance as stipulated by HMCGSSC and information will be shared with the regulatory authority National Council for Vocational Education and Training (NCVET). Continuation will be subject to performance review by HMCGSSC and as approved by the regulatory authority NCVET.
  3. The applications will be scrutinized and shortlisted application will be called for presentation. Post presentation those assessment agencies meeting the criteria and selected, will be issued LOI for empanelment and MoU will be signed.
  4. Validity of MoU will be for one Year from the date of signing of MoU

Note:

  1. The selection parameters may change subject to any new guidelines of NCVET or at discretion of HMCGSSC.
  2. Organizations that have been previously empaneled are also required to submit a response to this RFP for Non- submission will result in exclusion from future empanelment.
  3. The final decision regarding this RFP, including acceptance or rejection of any proposal, and all related rights, are reserved solely with SSC.
