National Urban Livelihood Mission notified Request for Proposal for imparting Placement Linked Skill Training

Thiruvananthapuram : National Urban Livelihoods Mission is a centrally sponsored scheme designed by Ministry of Housing and Urban Poverty Alleviation (MoHUPA), Government of India. Mission activities are implemented in the state by Urban Affairs Department, Government of Kerala through Urban Local Bodies. Kudumbashree, the State Poverty Eradication Mission is the nodal agency for implementation of the project in Kerala. The project in the first phase is implemented in 14 major cities of the state Viz; Thiruvananthapuram, Kollam, Pathanamthitta, Kottayam, Alappuzha, Ernakulam, Thrissur, Palakkad, Malapuram, Kozhikode, Kalpetta, Kannur and Kasaragode. Now it is scaled up to all the 93 cities of the state.

Employment through Skill Training and Placement (ESTP) is a major component under the mission. The project aims to impart placement linked skill training to the unemployed urban poor from the mission cities. It is targeted to impart skill training and give placement for 35175 unemployed urban poor from the fourteen cities during next three years.

Under the programme, State Urban Livelihoods Mission (SULM) will provide skill training of the urban poor to enable them to set up self-employment ventures or for engaging in lucrative salaried jobs in private sector. The EST&P Programme intends to fill the gap between the demand and availability of local skills by providing skill training programs as required by the market.

In order to achieve the above objectives, the trainings should be provided as per the industry demand and as per the curriculum recognized nationally. State Urban Livelihoods Mission intents to impart placement linked skill training to 35175 unemployed/underemployed urban poor from the mission cities of Kerala. Each successful candidate undertaking training under EST&P component of NULM should be awarded a certificate issued by a competent agency either National Council for Vocational Training or Sector Skill Councils set up by Government of India. Assessment of the skills gained should be done by an independent certifying agency. The training agency should not be entrusted with the assessment and certification of the trainees to ensure objective assessment. At least 70 per cent of the trained beneficiaries will be given placement in salaries employment or will be given assistance to set up self employment as per their choice.

For this purpose vide notification no. Notification No. 11/3711 proposals are invited from the empanelled Skill Training Providers of NULM in Kerala for conducting placement linked skill Training during the financial year 2018-19. The STPs are expected to detail the training design, curriculum, Methodology, Structure of the operation team, quality control mechanism, Teaching learning materials, activity cum lesson plan, training/certification calendar, placement plan etc in the proposal. Proposals needs to be submitted in prescribed format attached to this RFP.
