NSDC invites RFP from agencies for TC Self-Assessment under PMKVY 4.0

National Skill Development Corporation (NSDC) intends to Select an agency through RFP for TC Self-Assessment (Virtual Verification) through Push Notification under PMKVY 4.0 Scheme; invites proposals from eligible and interested agencies.

Objective

TC self-assessment mobile application is a technology driven monitoring mechanism with a potential to cover 100% PMKVY training centers/ locations on real-time basis with minimum human intervention. PMKVY Monitoring introduced this app in October 2020 to virtually monitor the quality performance and PMKVY compliance at Training Center (TC) level.

This mobile app (available in Google store, Android, iOS) is managed by our Tech Partner on behalf of NSDC and the same needs to be downloaded by all the TC SPOCs of PMKVY scheme (Short-Term Training, Special Projects and Recognition of Prior Learning) in their mobile phones [mobile numbers as provided in Skill India Portal (SIP)] for them to initiate their respective ‘Self- Assessment of the TC’. It can also be accessed from web browser.

Procedure

Third-party inspection agency will send random mobile push-notification to the TC SPOCs during Virtual Verification (VV) process, which will show up as ‘PMKVY TC Self-Assessment’, for them to complete, verify all the parameters related to PMKVY guidelines and submit their respective center’s self-assessment report within 75 minutes. Post which, the Self-Assessment Report will get desk verified by the assessor in real-time to check if the TCs comply with the PMKVY guidelines.

The push notification may be sent anytime within the training hours declared by the Training Partners (TPs)/Project Implementing Agencies (PIAs) on the SIP. 

Scope of Work

This proposed Scope of Work describes the tasks to be performed by the ‘Third-party Inspection Agency’ in carrying out the ‘Virtual Verification’ process through PMKVY TC Self- Assessment App. The scope of work will include the following:

  • To virtually monitor PMKVY Training Centers (100% TC coverage), the agency must use the PMKVY TC Self-Assessment app (managed by NSDC Tech Partner) for real-time Desktop Assessment. There should be a clear understanding of all the audit procedures that are required to be performed in real-time during the virtual verification process. In addition, the agency should highlight potential challenges in project execution and suggest ways to overcome them.
  • Evaluation of PMKVY TC Self-Assessment Form (real-time)
    • Inspection Agency must evaluate the PMKVY TC Self-Assessment form for marking the self-assessment report submitted by the TC SPOC for their respective training center as ‘Compliant’ or ‘Non-Compliant’ based on the PMKVY Guidelines and the parameters that are mentioned in the form.

It is a time bound self-assessment wherein TC SPOC is bound to finish filling the TC-Self Assessment form within a stipulated time, for successful submission. TC SPOC will have to click the photographs as per respective parameters in the assessment form (Photographs of photographs should be identified and flagged as non-compliance). Desk assessment of self- assessment report is to be carried out by the inspection agency in real-time itself.

Once the notification is sent, the TC SPOC will have one hour to respond and complete the process. In case notification goes unanswered/not connected within the stipulated time, the same shall be informed to TP SPOC via phone/email on registered phone number or email id as provided on SIP. Further attempts shall be made on unanswered/not connected notifications in future. A total of three attempts shall be made in the next two subsequent days to complete the process. The Inspection agency will also have the manual control to expire the sent/unanswered alert (if needed). The inspection agency is expected to make a weekly list of such incomplete cases and report to NSDC.

Desktop assessment must be thorough, as the monitoring team will schedule a physical inspection for the TCs, those are assessed as ‘poor’ in virtual verification process which incurs a cost.

Key parameters to be assessed during virtual verification:

The TCs/Locations to be selected randomly post commencement and before the last day of training for TC self-assessment (through push notifications) and need to be asked to self- assess components related to training which may include but is not limited to below.

  • Difference in auto-picked location of TC against the address provided on SIP
  • Infrastructure: Details of building, number of classrooms, labs and other facilities are cross verified as mentioned in the CAAF submitted by the centers during accreditation. The aim is to ensure that the quality in terms of infrastructure is made available to the candidates.
  • Branding at the Training Centre
  • Availability of functional Aadhar Enabled Biometric Attendance System (AEBAS)
  • Availability of mandatory lab equipment
  • Availability of staff and documents
  • Availability of candidates (picture of the candidates must be clicked from the front side with their faces clearly visible) in classroom or lab.
  • Certified trainers available and their ToT certification
  • No. of batches functional during the time of verification
  • Adherence to COVID-19 guidelines
  • Any other parameter related to the functioning of PMKVY scheme.

In case, if any exemption is given or any of the mentioned parameter(s) is not applicable for the training centre or location, TC SPOC may write ‘NA’ on a blank piece of paper, click a picture of it and upload it in form of photo/document.
