UNEVOC Invites RFP for Mid-term Evaluation of Innovation and Excellence in TVET Project

UNESCO-UNEVOC is inviting written RFP proposals/quotations from companies and/or individual consultants with a legal entity for the work assignment “Mid-term evaluation of the Innovation and Excellence in TVET (IET) project (July 2025 – December 2027)”

Project background:

In alignment with the UNESCO-UNEVOC Medium-Term Strategy IV for the years 2024 to 2026 and the UNESCO Strategy for TVET 2022-2029, the Innovation and Excellence in TVET (IET) project aims to effectively enhance the strategies for innovation and excellence in technical and vocational education and training (TVET) in the UNESCO Member States, and foster collaboration resulting in the active promotion of improved TVET systems that address the needs of individuals, economies and societies.

The IET project seeks to enhance attractiveness, innovation, quality and excellence in TVET by initiating and supporting global exchange and networking at inter- and intra-regional level. This aligns with the development of skills for individuals to learn, work and live, the development of skills for inclusive and sustainable economies, and the development of skills for inclusive and peaceful societies, as outlined in the UNESCO Strategy for TVET.

The project, with a total budget of EUR 2.7 million, contributes to the Towards a Global TVET Agenda (TGTA), initiated and funded by the German Federal Ministry of Family Affairs, Senior Citizens, Women and Youth (BMBFSFJ) through the German Federal Institute for Vocational Education and Training (BIBB).

The TGTA brings with it rich opportunities to mobilize multilateral organizations in TVET towards a shared goal of enhancing the attractiveness, innovation, quality and excellence of TVET globally

Evaluation Objective, Purpose, Use & Scope

The purpose of the mid-term evaluation of the IET project is to generate evidence-based findings on the achieved outcomes during the first phase of the project. The evaluation will also reveal the extent to which the project aligns to the UNESCO Strategy for TVET 2022-2029 and the UNESCO-UNEVOC Medium-term Strategy 2024-2026.

The primary user of the mid-term evaluation is UNESCO-UNEVOC whereas the donor and other partners are secondary users. The mid-term evaluation of the IET project will inform a refined Theory of Change of the project.

Evaluation objectives and scope

The mid-term evaluation covers the period July 2025 until the start of the evaluation process (tentatively July 2026). It covers the UNESCO-UNEVOC regions that are benefiting from the project:

  • Africa
  • Arab States
  • Asia and the Pacific
  • Europe, CIS and North America
  • Latin America and the Caribbean.

In alignment with UNESCO evaluation standards, the mid-term evaluation of the IET project addresses accountability, learning and improvement, transparency, policy and decision-making and impact assessment

Accountability: Ensuring that the project is using resources effectively and achieving its intended outcomes.

Learning and Improvement: Identifying what is working well and what isn’t, so that the next phase of the IET project, as well as other projects, can be improved based on these insights.

Transparency: Providing clear and accessible information about the project to stakeholders, including the project donor.

Policy and Decision-Making: Informing evidence-based policies and strategic decisions within UNESCO and among its partners.

Impact Assessment: Measuring the long-term effects and sustainability of the project to ensure they contribute positively to UNESCO’s goals.

Timeline and deliverables

The evaluation must be undertaken between July and October 2026 and finalised by the end of November
2026 (with an agreed mid-term evaluation report and a completed webinar presenting the results to the project’s implementing agency and the donor). The expected deliverables and deadlines are presented in the table below.

An estimated level of effort for the Contractor is 40 professional working days.
