UNICEF invites proposals from individual CSR Consultant for Chennai location (Full-time assignment)

Duty Station : Chennai, to be based out of the UNICEF office
 
Duration : 11.5 months from start date of the consultancy

Background and Purpose :

UNICEF works closely with multi-national corporations, national companies and small- to medium-sized businesses to identify, design and implement alliances that leverage the strengths of the corporate sector on behalf of India’s children. UNICEF also supports companies that aim to strengthen their commitment towards a positive contribution to the world’s communities and environment and provide support to achieve their CSR and business objectives, especially towards women and children. Within the UNICEF Strategic Framework for Partnerships and Collaborative Relationships adopted by the UNICEF Executive Board in June 2009, the private sector has been identified as an equal partner and public-private sector cooperation is deemed as integral to addressing the Millennium Development Goals and beyond.

Over the past few years, a lot of opportunity has emerged at the state level for working proactively to engage with the corporate sector to raise resources, engage on CSR programmes and leverage support for children in kind. Given their economic scenario, vast presence of Corporates and the need at the state level vis-à-vis programmes, Tamilnadu and Kerala have emerged as two such strong potential states. In both states, UNICEF has collaborated with industry bodies such as CII and are exploring the possibilities of leveraging financial and non-financial support from the Corporates.

To support this activity full time, UNICEF seeks to engage a Consultant to be based out of Chennai, to engage proactively and strategically with the private sector in Tamilnadu and Kerala on CSR and Corporate Engagement activities at the state level, raise resources at the state level, identify opportunities for engaging with the Corporate Sector and develop processes and partnership models for the respective states.

MAJOR TASKS TO BE ACCOMPLISHED

Fundraising and Strategy :

In coordination and guidance from PSFR section develop fund raising state action plan for Tamil Nadu and Kerala
Map potential from business foundations, family trusts and Foundations, PSUs and HNIs for fund raising
Organize a state level workshop to review and finalize the action plan

Corporate Engagement :

In partnership with the CII’s Southern Region office facilitate capacity building orientation  programme for the corporate members on the Disaster Risk Reduction (DRR)
Organize field visit to observe best practices on DRR in Bihar or West Bengal
Support corporate members in developing DRR Action Plan and leverage their products, services and expertise for achieving results for children during emergency.
In collaboration with CII organize capacity building programme on WASH in Schools
With support from A&C and WASH section of UNICEF develop guidelines for implementing WASH in Schools, including SBCC interventions.
Develop a monitoring framework for providing technical support during the implementation of WASH in School programme
Undertake visits to CSR project sites to support the activities mentioned above
Coordinate with A&C and CDN section and provide guidelines on model Anganwadis
Prepare a business case for CSR investment in WASH in School and Early Childhood Development.
Organize consultations, workshops and conferences on Role of corporates in SDGs and Children.
Initiate engagement with the Public Sector Undertakings in Tamil Nadu and leverage their CSR funds
Plan and initiate partnership with other industry bodies like NASSCOM and FICCI

Key Deliverables : Create documents and reports to share the progress and details of these activities and partnerships with the State and UNICEF Delhi office

Official Travel Involved : Travel to States/Districts as agreed with the Supervisor.

Payment Terms : Payment will be made against submission and satisfactory acceptance of deliverables.  Travel expenses will be reimbursed at actuals. Per Diem/Subsistence Allowance will be as per UNICEF India Country Office Consultant Rates.
The consultant will be expected to be self-sufficient in terms of access to IT equipment i.e. own laptop and internet connectivity, even during travel. The consultant is also expected to function with their own personal mobile phone.

Supervision : Direct Reporting to Communication Specialist, Tamilnadu office
Technical Guidance and Support from to Chief, Resource Mobilization,
Functional Reporting to Corporate Engagement Office, ICO, for strategic inputs support and coordination

Penalty Clause : If output does not meet expectation, UNICEF reserves the right to withhold consultant’s fee.

Qualification and Competencies : Advanced University degree in Development and related fields, Social Work, Marketing, Economics, Communication, Fund Raising or Business Administration.

Minimum 5 years of professional experience in Fundraising and CSR or 9 years of progressive work experience in consulting/programme development with particular focus on CSR, Corporate Partnerships, Fund Raising, marketing, communication activities.
Sound and Up-to-date knowledge of the Fundraising and CSR environment in India
Strong previous experience of developing Corporate Partnerships and managing them.
Strong communication skills including document writing, proposal development and presentation skills
Understand the functioning and role of CSR in the Indian context, including the prevailing policy environment

Note: The selection will be on the basis of technical evaluation & financial offer in the ratio of 70:30.

The criteria for technical evaluation will be as follows:

Experience of similar role in an international NGO or UN Agency      Score Min 6/Max 10
Candidates who score overall (15/25) and above in criteria a, b and c as well as also meet the minimum cut-off in each sub-criteria will be shortlisted for the written test.

Written Test – Min 12/Max 20
Candidates who score 12 marks and above in the written test will be shortlisted for the interview.

Interview – Score  – Min 15/Max 25

Total Score 70
Minimum overall qualifying score 42

Only those candidates who meet the minimum qualifying marks of 42 as well as also meet the minimum cut-off in each of the above sub-criteria will be considered technically suitable and their financial bids will be opened.
