Position: Project Officer

Minimum Eligibility Requirements:

Educational Qualification: Post Graduate Degree or equivalent in Business Management, Economics, Social Sciences, Development Studies or in related fields from any reputed institution.
Experience: A minimum of 5 years of experience of which at least 2 years in project co-ordination of large state or national programmes with demonstrable project management skills and ability to work with governments is essential.  Experience in livelihood, skill development, enterprise development and/or related fields are desirable.

Skills required: 
— Overall understanding of Apprenticeship training, Skill development, Entrepreneurship related issues is essential.
— Knowledge about the Apprentices (Amendment) Act 2014 and National Apprenticeship Promotion Scheme (NAPS) and the mission and the functioning of Ministry of Skill Development and Entrepreneurship is desirable.
— Ability to work with minimal supervision.
— Experience in the usage of computers and office software packages, experience in handling of web based management systems is important.

Project Overview: United Nations Development Programme (UNDP) is supporting the Government of Delhi in its implementation of the National Apprenticeship Promotion Scheme (NAPS) as a part of the national mandate of MSDE, GOI, by setting up a Project Management Unit to strengthen the institutional mechanism within the state.   The PMU is established to operationalize the Delhi Government’s agenda on the NAPS programme, and will receive operational guidance and from the Deputy State Apprenticeship Advisor.   UNDP has partnered with Disha Education Society, to provide human resource and operational support to the office of the Deputy Apprenticeship Advisor, Government of Delhi. The state programme is headed by the State Apprenticeship Advisor, Directorate of Technical Training and Education, Government of Delhi and will provide strategic guidance and management oversight for the programme.

Roles and Responsibilities: Under the guidance and direct supervision of the Project Manager, the Project Officer will be responsible for:
— Supporting the Project Manager in development and execution of new private sector partnerships and communications campaigns, in partnership with the national and state Governments.
— Assisting with operationalization and management of student helpline, facilitating the enrollment and intake of applicants from the ITI database expanding the candidate base to include freshers, PMKVY and MES candidates prescribed under the NAP Scheme.
— Create platforms for information exchange and regular dialogue with schools/institutions to enhance local awareness about the scheme.
— Develop one-minute post placement videos of the prospective placement opportunities with employers to be shown during the outreach and awareness programme in the schools.
— Organize innovative outreach programmes to target schools directly; student exposure visits to industries, bring on board successful apprentices as potential brand ambassadors.
— Organize Awareness campaigns through social media – Facebook, print, radio, mobile platforms etc.
— Identify existing mechanisms for outreach including channels that are already available and address gaps and areas to build up capacity.
— Support the PMU in organizing Road shows, workshops, meetings with stakeholders and local industry chambers/clusters with the support of the Senior Project Manager.
— Assist in implementing the project activities ensuring the enrollment of women particularly in the non-traditional sectors, SC & ST and persons with disabilities in the apprenticeship scheme.
— Assist the Project Manager in regular monitoring and reporting the program.
— Regular updation of the MIS, tracking of project deliverables, analyze and prepare monthly reports
— Assist in developing work plans, budgeting, co-ordination of day–to–day activities, smooth running of administrative functions within the PMU including facilities management.
— Support the Project Manager and PMU in any other tasks as assigned.
