NCVET releases Guidelines for Inclusive Training of Persons with Disabilities in Vocational Education and Training Sector

The National Council for Vocational Education and Training (NCVET) has announced the release of guidelines aimed at fostering inclusivity and equal opportunities for individuals with disabilities in India’s vocational education, training, and skilling sectors.

Entitled “Guidelines for Provision of Comprehensive Accessibility Standards for Training of Persons with Disabilities (PwDs),” these guidelines represent a significant step towards realizing the inclusive vision outlined in the National Education Policy (NEP) 2020. The NEP 2020 underscores the importance of establishing an education system that caters to the diverse learning needs of all students, including those with disabilities. This inclusive approach extends to Vocational Education and Training (VET), emphasizing the use of assistive technologies, inclusive curriculum development, and effective training methodologies.

Developed in consultation with the Department of Empowerment of Persons with Disabilities (DEPwD) and the Skill Council for Persons with Disabilities (SCPwD), the guidelines set forth minimum standards for training, awareness building, accessible learning, reasonable accommodation, assistive technologies, inclusivity, and enhanced employability opportunities for Persons with Disabilities.

The draft guidelines were unveiled for public consultation during the Purple Festival in Goa, providing stakeholders with an opportunity to contribute their insights and suggestions until February 10, 2024. Subsequently, relevant feedback received from the ecosystem was meticulously incorporated into the guidelines.

Following thorough deliberation, the final version of the draft guidelines was presented at the 10th Council meeting held on February 21, 2024, where it received unanimous approval. The guidelines are now being officially notified for implementation.

It is emphasized that these guidelines may undergo further amendments or updates as deemed necessary by the NCVET, based on feedback and requirements encountered during their implementation.
