A recent revelation by RTI has shocked everyone. We have seen that the employment generation scheme worth Rs. 1500 crore by Narendra Modi might seem to be attracting various youth icons, and many more celebrities like that of Sachin Tendulkar, but the scheme has not delivered what it was supposed to. And some of the figures revealed by RTI now really make us doubt on the success of the scheme.
According to NSDC (National Skill Development Corporation), only about 5% candidates were placed after they got trained under the Pradhan Mantri Kaushal Vikas Yojana. It said that out of a total of 17.07 lakh students who were a part of this Yojana, only 82,183 bagged jobs. The scheme was launched in the year 2015. NSDC is an agency which is involved in promoting and funding skilling programmes.
On the other hand, the CEO of NSDC, Jayant Krishna said that the data which is revealed by RTI does not reflect anything about the success of the scheme. He agreed that the number is very high but at the same time he feels that not all the companies have given their data. There are some of them who are not willing to give their data. Taking about the certifications, only eight lakh students have received their certificates, which are given to them after the completion of the certification process, which means that there placement is yet to happen.
According to some experts, the argument is weak as if we have a look at the 113 page process manual, according to that, it has been clearly mentioned that it is the responsibility of the training institutes to take care of the placements and they should have all the information. They said, “Training providers will be responsible for identifying mentors who support and guide trainees in the post-training phase. This mentorship programme will also facilitate the tracking of trainees in the post-training phase.”
The NSDC has around 12,181 training centres in 32 sectors.
They further said, “It’s very logical to ask training partners to give the NSDC reports on their placement record, especially those training partners, parent or subsidiaries companies of which are running various business activities. They can be asked how many candidates they themselves have employed out of the total trained candidates from their own institutes”.
