Position: Operations Manager – Skill Development
Location: Delhi
Minimum Eligibility Requirements:
Educational Qualification: MBA/ MSW
Experience:
- 7-10 years of experience in the social sector and 5 years in skill development sector at mid management level primarily with skills training organizations of repute in India
- Professionals managed operations under DDUGKY, NULM, SSDMs and various other government skill development projects shall be given priority
- Experience of managing multiple state operations
- Experience of managing partners (PIAs)
- Knowledge of managing PFMS portal
- Having network with the skill development players such as government, corporate, industry, PIAs, etc. shall be an added advantage
Skills required:
- Strong operations skills and ability to generate revenue through employers
- Excellent computer skills and proficient in excel, word, outlook, and access
- Good communication skills both verbal and written in English and Hindi
- Demonstrated leadership and vision in managing staff groups and other skill development projects or initiatives.
- Excellent interpersonal skills and a collaborative management style.
- Delegate responsibilities effectively
- Financial management (keeping budgets & managing expenses)
- Ability to create and maintain relationships with employers
- Analytical thinking

Job Overview: The Operations Manager is primarily responsible for the effective planning, execution and achievement of specified targets under DDUGKY, NULM, PMKVY, SSDMs and various other skill development projects as per the project guidelines. He will steer and direct the existing and upcoming skill centres viz. Rojgar Academies Pan-India including centre set-up, staff recruitment, orientation about standard operating procedures, monitoring and achievement of targets and ensuring that the entire operations of skills training cycle – including mobilisation, skills training, assessment and certification, placements and post placement retention is achieved as per the contract/ MoU with the donors/ clients. Besides, the Operations Manager is responsible for making the Rojgar Academies generate profit and become self-sustainable by applying frugality.
Roles and Responsibilities: The Operations Manager shall perform a wide range of duties including:
Project Planning of DDUGKY, NULM, PMKVY, SSDMs and various other skill development projects
- Steer in setting-up of the Rojgar Academies as mentioned above with requisite infrastructure as per the scheme guidelines including procurements
- Develop strategy for mobilization, skills training, assessment and certification, placement/ outsourcing and post placement retention of certified candidates
- Define the monthly and quarterly project targets in collaboration with senior management and make sure that targets are achieved
- Create a detailed work plan which identifies and sequences the activities needed to successfully complete the project as per the given timeline
- Determine the budget and resources (time, manpower, equipment, etc.) required to achieve the desired targets
- Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required
Staff the project:
- In consultation with the senior management, recruit staff with appropriate skills for the project activities
- Manage project staff according to the established policies and practices of the organization
- Ensure that all project personnel receive an appropriate orientation to the organization, it’s vision, mission and the project
Project implementation:
- Improve the operational systems, processes and policies under DDUGKY, NULM, PMKVY, SSDMs and various other skill development projects in support of organization’s mission – at the academy, state and regional level
- Increase the effectiveness and efficiency of the academies and efficiently complete the cycle of mobilisation, training & placements, post placement retention as per the contract/ MoU
- Increase employer tie-ups for placements and post placement retention, and effectively maintain a robust MIS system
- Conduct regular review meetings with the staff and increase their effectiveness
- Supervise and coach the academy staff in meeting targets on a day-to-day basis
- Effective in communication to the Management on the academy level activities and send reports based on formats and desired timelines
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project
- Establish a communication schedule to update stakeholders including senior management, client, government, etc. on the progress of the project
- Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards
Control the project:
- Ensure a robust MIS of the candidates enrolled, trained, retained, assessed and certified, placed and post-placement tracking as per the prescribed format
- Write Monthly Progress Reports (MPR) and Quarterly Progress Reports (QPR) and its timely submission to clients
- Monitor and approve all budgeted project expenditures
Evaluate the project:
- Ensure that the project deliverables are on time, within budget and at the required level of quality
- Evaluate the outcomes of the project as established during the planning phase
Remuneration: Salary commensurate with experience and at par with the industry standards, the compensation includes a base pay along with a variable pay based on performance.
