CENTRAL TOOL ROOM is an Indo-German project setup in 1980 under bilateral agreement on technical cooperation between Government of India & Government of Germany. It is working under administrative control of Ministry of Micro, Small & Medium Enterprises, Government of India.
CTR had been set up as “Government of India Society” under then Ministry of Industry (now: Ministry of Micro, Small & Medium Enterprise), Government of India. A Governing Council constituted by the Ministry manages the affairs of the society. Governing Council members are from the Ministry of MSME, Govt. of India, the State Governments of Punjab, Haryana, Himachal Pradesh, Jammu & Kashmir, and U.T. Chandigarh.
Growth and development of the engineering industries as well as other industries depend on the implementation of safety norms at various stages. So, an initiative in this area needs to be introduced to protect the property and life of the public.
These industrial safety practices are usually not implemented in a stringent manner within the reach of small and large scale enterprises. Moreover, these units lack personnel in the field of fire and other safety norms with the respective expertise to safeguard the entire process and structure. Industries tend to save their overhead salary expenditure by not employing trained manpower in fire and safety field.
CTR through its Notification Ref. No. CTR/LDH/1833/Misc/2018-01 Dated: 24.10.2018 intends to engage a training provider to impart training and placement in the arena of Fire Safety, Health Safety and Environment at various locations in the neighboring states like J&K, Himachal Pradesh, Punjab, Chandigarh, Haryana, Uttrakhand, Delhi, Uttar Pradesh, Rajasthan. Skill development initiatives in above said subjects need to be delivered under multiple Qualification Packs /Job Roles for the youth of India in various locations.
CTR intends to engage Skill Development / Training Partner for its above stated locations from competent parties who are financially sound, willing to associate and invest in these initiatives to deliver safer work place and environment in industries. The person / company should be willing to invest in creating necessary infrastructure and labs as per norms / guidelines for the Job Role creation in various plant premises and on need basis at various districts of the above said states of India. The sole objective of this EOI is to create more employment and safe workplace following all safety norms in place, as per the Government guidelines.
Tender for “EXPRESSION OF INTEREST (EOI) FOR ENGAGEMENT OF AN AGENCY FOR CREATING SKILL DEVELOPMENT IN FIRE SAFETY” are invited by the General Manager, Central Tool Room, Ludhiana, India. The tenders shall be received up to 02.00 p.m. on 15.11.2018 and shall be opened in the presence of intending tenderers at 3:00 p.m. on the next day i.e. 16.11.2018. Tenders received late will not be accepted. Tenders should be accompanied by interest free Earnest Money of an amount of Rs. 1,000/- (Rupees one thousand only) in the form of Demand Draft / Bank Guarantee in favour of “Central Tool Room Ludhiana” payable at Ludhiana.
Tenders without Earnest Money will not be accepted. Tenders must be submitted only on on-line on www.eprocure.gov.in portal before the stipulated date and time. All pages of this tender document are to be signed and submitted with tender.
The tenders should be submitted in two parts. Part ‘A’ should contain the technical part as below. No price should be indicated in this Part ‘A’. DD FOR EARNEST MONEY SHOULD ALSO BE PUBLISHED IN THIS PART. All pages of this tender document are to be signed and uploaded with this part ‘A’.
Part ‘B’ of the tender should contain the prices quoted by the Tenderer. It is very important that the prices are quoted with reference to the description of CTR’s share offered in Part ‘A’ of the tender.
Expression of interest (EOI) is hereby invited in a 2-cover bid system from experienced, competent Companies/Agencies working in the field of Fire Safety Training and Placements, preferably in the states mentioned above for the following courses-
PART-A (TECHNICAL)-
CTR shall provide technical support and certification on revenue sharing basis and rest of infrastructure / equipment has to be arranged by the interested party as per norms. The party should have sound skill development/training background in Fire Safety, Health Safety and Environment Safety with skilled human resources to impart the training with all quality deliverance for the maximum placement ratio.
Minimum Eligibility criteria for Skill Development /Training Partner for setting up of the state-of the-art training Centre at states like J&K, HP, Punjab, Chandigarh, Haryana, UK, UP, Delhi, Rajasthan in FIRE SAFETY, HEALTH SAFETY AND ENVIRONMENT-
a. The interested entity should be legally registered organization having average turnover of 1.0 crore or above during the last two financial years. It shall submit sealed Technical and Commercial bids separately under 2-cover bid system.
b. The Agency /Company/Training Partner should be working in the related field of Training / Skill Development Training for minimum two years. Proof to be enclosed.
c. The agency /Company/ Training Partner should have successfully trained /imparted skills to minimum 500 candidates during last two years. Proof to be enclosed.
d. The Agency/Company should be financially sound and willing to invest in infrastructure including labs. required for setting up State-of the-Art Skill Development Centres the states listed above.
e. The Agency/Company should have good track record of placements and should have placed atleast 70% of the trainees trained by them. Proof to be enclosed.
Scope / Responsibilities of the Skill Development / Training Partner for establishing State-of-the-Art Skill Development Centre at various states-
Activities Involved-
1. Mobilizing and Training of candidates.
2. Setting up of necessary infrastructure at the training centers along with all the required lab. equipment as per the prescribed guidelines. The Skill Development/Training Partner has to create necessary infrastructure for practical training at required locations.
3. Provide training material/handouts for the candidates.
4. Arrange competent trainers /faculty in the required Qualification Packs /Job Roles for these initiatives.
5. Organizing Job Melaas, Publicity and Placements of trained manpower and spread awareness about the schemes through events, seminars, advertisements, distribution of publicity material etc.
6. Biometric attendance and CCTV surveillance and remote center validation work.
7. Appoint the skilled trainers for the management of the training centers.
8. Registration of candidates on MIS (Management Information System) portal.
9. Opening of online certification verification of the candidates.
10. Payment of Assessment Fee to the MSME /Third party assessment.
11. Extend help to CTR for setting up infrastructure for the course.
