National Council for Vocational Education and Training (NCVET) intend to engage a Consultancy Firm/Agency for Programme Management Unit (PMU) to support its regulatory, monitoring, policy, communication and outreach functions, details of which have been provided in the RFP document (refer the link below).
Scope of Work
The Programme Management Unit (PMU) will provide comprehensive support to NCVET through the following major domain intervention as may be required:
- Monitoring analysis & digital system support
- Assist in Periodic Monitoring of Recognized entities including Awarding Bodies and Assessment agencies as per extant guidelines of NCVET / Red flag generation / Rating and Grading of recognized entities etc.
- Evaluate and propose enhancement of the existing grading and rating mechanism for AAs and ABs, ensuring continuous performance improvement and quality assurance.
- Design differentiated monitoring models aligned to the distinct mandates of Sector Skill Councils (SSCs), Schools, Higher Education Institutions (HEIs), and State/Central Government bodies, as well as various categories of Awarding Bodies, to enable context-specific evaluation.
- Support NCVET in establishing a data-driven decision-making framework by leveraging empirical data analytics to evaluate renewal and expansion requests from recognized bodies.
- Conduct continuous capacity building sessions for AAs and ABs and other stakeholders to ensure timely monitoring data submissions
- Assist in automation of a robust monitoring framework within the Kaushal Verse Portal to digitally assess the performance of Awarding Bodies (ABs) and Assessment Agencies (AAs).
- Support NCVET in integration of NCVET Kaushal Verse Portal (Modules) with Digital Portals including SIDH, Academic Bank of Credit or any other portal.
- Assist NCVET with planning the additional functionalities that may be required on Kaushal Verse Portal for module enhancement Facilitating data visualisation through interactive dashboards using data analytics
- Compile and synthesize emerging best practice frameworks across various awarding bodies, including Higher Education Institutions (HEls), multinational corporations (MNCs), school boards, and other relevant entities.
- Support NCVET in establishing and operationalizing its Research Division and its allied functions
- Assist NCVET in Management of Employability skills, Life skills and Soft
Skilis Module:- Drive cross-sector collaboration with content development agencies, subject matter experts to enhance Employability Skills (ES), Life Skills (LS), and Soft Skills (SS) modules.
- Broaden digital reach by embedding ES, LS, and SS learning content across prominent e-governance platforms including SWAYAM, SWAYAM Plus, DIKSHA, SIDH and other related national platforms.
- Conceptualize Standard Operating Procedure (SOP) for seamless integration of ES, LS, and SS modules across General and Vocational Education.
- Design a pilot phase plan and aid NCVET in execution of pilot project for evaluating the effectiveness of developed content.
- Conduct a comprehensive evaluation of pilot outcomes, capturing insights and feedback, and integrate key learnings to refine and strengthen the content and implementation approach.
- Assist NCVET in Communication and Advocacy activities:
- Prepare plan for enhancing outreach and communication of NCVET initiatives
- Develop communication content, preparation of Newsletter & brochures and manage social, print, and digital campaigns.
- Support monitoring of outreach activities and feedback from beneficiaries.
- Support NCVET in awareness workshops
