RFP invited from agencies for TC Self-Assessment

National Skill Development Corporation (NSDC), the client intends to Select an agency for TC Self-Assessment (Virtual Verification) through Push Notification (hereinafter called “Bidders”).

The Bidders with whom this RFP is shared, are invited to submit a Technical Proposal and a Financial Proposal against this RFP. The Proposal will be the basis for negotiating and ultimately signing the Contract with the selected Bidder.

The Bidders should familiarize themselves with the local conditions and take them into account in preparing their Proposals Scope of Work of Third-party Inspection Agency. This proposed Scope of Work describes the tasks to be performed by the ‘Third-party Inspection Agency’ in carrying out the ‘Virtual Verification’ process through PMKVY TC Self- Assessment App.

Scope of Work

  • To virtually monitor PMKVY Training Centers (100% TC coverage), the agency must use the PMKVY TC Self-Assessment app (managed by NSDC Tech Partner) for real-time Desktop Assessment. There should be a clear understanding of all the audit procedures that are required to be performed in real-time during the virtual verification process. In addition, the agency should highlight potential challenges in project execution and suggest ways to overcome them.

Appointment of Service Provider

  • Subject to the terms of this Agreement, NSDC appoints the Service Provider to provide the Services as enumerated in Schedule -I.
  • All services, functions or responsibilities which are reasonably necessary and required for the performance or provision of the Services shall be deemed to be included within the scope of work of the Service Provider.
  • Except as specifically excluded, all tools and materials required by the Service Provider to perform its obligations under this Agreement shall be used by the Service Provider, at no extra cost to NSDC

Submission of Proposal:

The Bidder shall submit a signed and complete Proposal comprising the documents and forms in accordance with Annexure 1. The Bidder shall submit Technical and Financial Proposals only on https://nsdc.eproc.in on or before last date and time of submission.

An authorized representative of the Bidder shall sign the original submission letters in the required format for Technical Proposal and shall initial all pages. The authorization shall be in the form of a written power of attorney attached to the Technical Proposal.

Any modifications, revisions, interlineations, erasures, or overwriting shall be valid only if they are signed or initialed by the person signing the Proposal.
