Background and Purpose
Security personnel are deployed in large numbers in Government and private establishments across Tripura, mostly through private security agencies. The Government of Tripura intends that only trained and certified persons are deployed as Security Guard, Security Supervisor or Armed Security Guard in any establishment in the State.
The Home Department will make the NSQF certificate, earned through training at an Empanelled Centre, mandatory for deployment in these job roles. A security agency that wishes to deploy a person in any establishment in the State shall first get that person trained and certified at an Empanelled Centre, at its own cost or at the cost of the candidate. No person without such a certificate shall be deployed. Persons already deployed shall also be certified, through Recognition of Prior Learning where it is offered for the job role, or otherwise through the regular course (Clause 9.6).
The State does not yet have a system of recognised training institutes for these job roles, and in particular none for Armed Security Guards. This RFP sets up that system. It selects properly equipped and staffed training centres located in Tripura, gives them access to Police and TSR firing ranges for live-firing practice under police supervision, and keeps their standards under annual inspection and compliance certification.
This RFP has been formulated by the Directorate of Skill Development and is issued on behalf of the Home Department and Swavalamban Society.
Job roles covered
- Security Guard (NSQF Level 3),
- Security Supervisor (Level 4.5),
- Armed Security Guard (Level 4).
Note: Choice of job roles. An Applicant may apply for any one, any two or all three job roles, according to the capacity of its centre (Clause 7.2A). Each job role is assessed separately, and the Applicant is empanelled for every job role for which its centre qualifies.
Roles and How the Model Works
| Participant | Role |
|---|---|
| Directorate of Skill Development | Floats this RFP on the Portal on behalf of the Home Department and the Society; evaluates Proposals, gets each centre physically verified by MEPSC on its behalf and issues Provisional Selection Letters; recommends the centres accredited by MEPSC to the Home Department; inspects Security Guard and Security Supervisor training every year and issues the annual Compliance Certificate |
| Home Department | Notifies the Empanelled Centres and the mandatory-training requirement; issues Letters of Empanelment, signs the Agreement and holds the performance security; designates the Government ranges, notifies the Range Framework and issues range allocation letters; refers Armed Security Guard applicants for police verification; handles all official communication after selection, and decides on suspension, removal and blacklisting |
| Police/ TSR | Verify Armed Security Guard applicants before empanelment; provide Government ranges, weapons, ammunition and instructors for live-firing practice; inspect Armed Security Guard training every year ** Information regarding the Government firing ranges and other details related to Armed Security Guard training shall be notified through a corrigendum to be published on the Portal on or before 13 November 2026. |
| Empaneled Centre | Trains as per the QF, arranges Assessment and Certification, charges within the NSQF fee norms, reports every month |
| Security agency | Selects its candidates, gets them trained and certified at an Empanelled Centre at its own cost or the candidate’s cost, and deploys only certified persons in any establishment in the State |
| MEPSC / Awarding Body | Physically verifies the centres on behalf of the Directorate of Skill Development; accredits and affiliates centres before empanelment; independent Assessment and issue of the NSQF certificate. ** The cost of physical verification of the centre(s) shall be borne by the respective bidder. The applicable fee shall be determined as per the prevailing norms of MEPSC and shall be paid directly to MEPSC through online mode before the inspection. MEPSC shall schedule the physical verification visit, in coordination with the Directorate of Skill Development, only after receipt of the full payment. The amount of the physical verification fee and other related details shall be notified through a corrigendum to be published on the Portal on or before 13 November 2026. |
The model works in four steps: Recruit (the security agency selects the candidate, or a candidate enrols on his / her own), Train (at an Empanelled Centre, as per the QF), Assess and certify (by MEPSC or an Awarding Body) and Deploy (by the security agency, of certified persons only, in any
establishment in the State).
The responsibility of the Empanelled Centre is complete on Certification of the trainees. It has no obligation to place or employ any trainee. The Government makes no payment for training; the fee is paid to the centre by the security agency or the candidate (Clause 10).
