SDI Bhubaneswar (SDI-B) is a philanthropic initiative of Oil & Gas PSUs established for development of job skills of unemployed youth to make them job ready. Registered as a not-for-profit society, the institute is managed by IOCL. The objective of the institute is to empower unemployed youth with right skills for employability and entrepreneurship. It has been developed as a mega model skill academy with the motto of ‘Skilling Youth, Enhancing Livelihoods’. SDI-B intends to Empanel Two (2) Training Partners (TP) to provide Corporate Training Services at SDI-B, invites bids (tender) from bona fide experienced Training Partners (TP) of sound financial standing and reputation to provide Corporate Training Services
The main campus of SDI-B is located at Taraboi, Jatni, Khordha – 752050. It is a fully residential campus with separate hostels for boys and girls and equipped with state-of-art facilities like smart classrooms, laboratories, workshops, Wi-Fi access, digital learning platform and Centres of Excellence in partnership with leading industry players like Kemppi, Schneider, Siemens, LIXIL and Tata STRIVE.
Scope Of Work of the TP (Training Partner)
- Category I (Training Sourced by SDI-B):
➢ Client or Source shall be arranged by SDI-B.
➢ Bidder/TP has to impart only training at SDIB with SDIB infrastructure.
➢ All Boarding & Lodging of the participants will be provided by SDIB and the charge for full Training, Boarding & Lodging will be obtained from the client directly by SDIB and only the training charges per day which will be derived from the quoted lumpsum price by the TP/Bidder in this tender shall only be reimbursed to the TP/Bidder by SDI-B.
➢ A total of 45 training days under Category-1 has been estimated for the 2 (two) year contract period, wherein SDI-B shall arrange the clients/participants for the training programmes.
NOTE: A day of training means 8 hours including training hours, tea/coffee breaks and lunch break. It depends on the Training partner to use a single trainer for the full day or can use multi trainer in the same day.
➢ The above quantity of 45 days is purely indicative and has been considered solely for the purpose of bid evaluation and placement of orders. SDI-B does not guarantee the conduct of 45 training days during the contract period. The actual requirement may increase or decrease depending upon the availability of training programmes and the operational requirements of SDI-B. The successful bidder shall have no claim whatsoever on account of any variation in the estimated quantity.
➢ These training programmes shall be divided among the two empanelled TPs as per the terms of empanelment explained in this tender.
➢ The Training Partner (TP)/Bidder shall quote a lump sum price for imparting corporate training for an estimated total of 45 training days at SDI-B for the entire 2 (two) year contract period.
➢ The above lump sum price shall be quoted only in the Price Bid on the GeM Portal.
➢ The quoted price shall exclusively cover the training delivery charges. No other costs, expenses, taxes (if applicable), or incidental charges shall be included unless specifically provided for elsewhere in the tender document.
➢ The detailed terms and conditions governing the submission of the lump sum price, along with the methodology for financial evaluation, are specified under the Financial Evaluation clause of this Tender Document.
- Category II (Training Sourced by the bidder/TP):
➢ Client or Source shall be arranged by TP/Bidder.
➢ Training Partner has to brings in a client for training at SDI-B.
In this category, the types of programme can be of any of the following two sub types:
• Programmes encompassing training, boarding & lodging (B1).
• Programmes encompassing only boarding & lodging (can be with training component / without training component; if training component is a part, the training delivery is in the scope of the corporate house / organization – means TP) (B2).
➢ In cases where the Training Partner (TP)/ Bidder independently sources and brings a client for conducting training programmes at SDI-B, the TP/Bidder shall quote its revenue share, expressed as a percentage (%) of the total revenue generated/earned from such training programmes. This percentage shall represent the share payable by SDI-B to the TP. This will be excluding the training delivery charge (wherever applicable) and boarding & lodging charge, which will be the revenue share % for SDIB.
➢ TP/Bidder to quote the percentage (%) of revenue share for both Category II – B1 and Category II – B2 separately in Annexure-1 provided under the Annexure section of this Tender Document under technical part. Any percentage quoted elsewhere in the bid, whether in the technical proposal or any other document, shall neither be considered for financial evaluation nor for placement of the contract/order.
➢ The Bidder/TP shall quote the percentage (%) of revenue share based on the tentative estimated revenue generation as determined by SDI-B, in accordance with the methodology explained in Clause 7.2.2 of the tender document.
➢ This % revenue share has been assigned a maximum 20 marks under technical marking section / matrix under QCBS evaluation.
➢ The quoted revenue sharing percentage (%) shall remain firm and fixed throughout the 2 (two) year contract period and shall be applicable for all such training programmes conducted under this category. The payment to the TP shall be made strictly in accordance with this sharing percentage (%), without any escalation or revision during the contract period.
➢ The quoted percentage for each category shall be considered for evaluation and ordering and shall remain applicable for payment purposes during the contract period, in accordance with the terms and conditions of the tender (explained below).
➢ The detailed terms and conditions governing the submission of % share, along with the methodology for evaluation, are specified under the technical evaluation section of this Tender Document.
➢ Whenever the bidder/TP brings in a client for any programme, the rate quoted by the bidder/TP to the client should consider the training delivery rate / day as per Category I above and the boarding & lodging charge / day as explained below. The bidder/TP should ensure
that revenue share % for SDIB (which SDI-B will get) translates into an amount which is more than or equal to the above-mentioned training delivery charge (wherever applicable) and boarding & lodging charge.
➢ The Training Partner (TP) shall bring only those training programmes that ensure the estimated revenue generation for SDI-B exceeds the actual expenditure incurred towards training, lodging, boarding, and other approved costs. The TP’s revenue share shall be payable only from the net revenue remaining after deduction of such actual expenses.
Period of Contract: The period of the contract shall be two (2) years from the date of placement of order / contract.
