Jharkhand Skill Development Mission Society (JSDMS), an autonomous body under the Department of Labour, Employment, Training & Skill Development, Government of Jharkhand, invites RFP proposals from eligible firms/agencies for Designing, Development, Implementation and Maintenance of Migration Support Centre Portal.
Objectives of the RFP
- To develop and implement an integrated, role-based Migration/Student Centre Management System for end-to-end centre operations.
- To digitize and automate student booking, check-in/check-out, room/bed allocation, activity management, attendance, and reporting workflows.
- To provide transparency, operational control, and accountability for administrators, centre teams, organizers, and students through one unified platform.
- To ensure efficient governance, capacity management, service delivery, and reporting across migration/student support centres.
Scope of Work
The selected bidder shall design, develop, deploy, and maintain a Migration Support Centre Coordination Portal – a secure, modular, and role-based web application for operational management, coordination, and reporting of Migration Support Centres under JSDMS.
- Migration Support Centre Operations
a) Centre Onboarding & Configuration: The system shall provide facility for registration and configuration of Migration Support Centres with comprehensive details including centre name, address, district, contact details, centre category, total capacity, number of floors, rooms per floor, beds per room, and available facilities. The system shall allow authorized administrators to add, modify, or deactivate centres as per operational requirements.
b) Bed Allocation & Occupancy Management: The system shall enable room-wise and bed-wise allocation for candidates with provisions for check-in processing, check-out processing, vacancy status display, real time bed availability view, and stay extension request management. The system shall maintain a complete log of all allocation and de-allocation activities for audit purposes.
c) Candidate Stay Management & Support Activity Logging: The system shall facilitate end-to-end candidate stay lifecycle management including accommodation request submission, multi-level approval/rejection workflow with remarks, stay period tracking with expected and actual dates, and provisions for logging support activities conducted during the candidate’s stay at the centre.
d) Centre Dashboard: The system shall provide a centre-level operational dashboard displaying key metrics such as total beds, occupied beds, vacant beds, pending requests, active candidates, and recent activities for quick operational oversight by Centre Head and administrative users. - Candidate Facilitation & Self-Service
a) Candidate Registration & Profile Management: The system shall enable candidate registration capturing demographic details (name, age, gender, Aadhaar/ID, district, mobile number), educational qualifications, skill sets, work experience, and preferred job categories. Candidates shall be able to view and update their own profile information.
b) Accommodation Request & Booking Lifecycle: The system shall provide a facility for candidates to search for available centres, submit accommodation requests with preferred dates and centre, track request status (pending/approved/rejected/checked-in/checked-out), and view complete booking history. The system shall support request cancellation and re-submission.
c) Job Discovery & Application: The system shall enable candidates to browse available job opportunities posted by registered employers, view job details (title, description, location, salary range, vacancies, employer information, application deadline), and submit applications for relevant opportunities. Candidates shall be able to track their application status.
d) Post-Placement Monitoring & Self-Update: The system shall provide facility for candidates to update their post-placement status including current employment status (employed/unemployed/self-employed), current employer name, designation, salary range, date of joining, and retention status. This shall enable JSDMS to monitor placement outcomes and track candidate welfare after departure from the centre. - Employer Engagement & Opportunity Management
a) Employer Registration & Profile: The system shall enable employer onboarding with organization details including company name, industry sector, contact person, address, phone, email, and brief description. Authorized officials shall have provisions to verify and approve employer registrations.
b) Job Opportunity Posting & Management: Registered employers shall be able to publish job opportunities with details including job title, description, required skills, location/district, salary range, number of vacancies, experience requirements, and application deadline. Employers shall have facility to edit, close, or re-open posted opportunities.
c) Candidate Shortlisting & Recruitment Status Updates: The system shall enable employers to view applications received against their posted opportunities, update candidate-wise status (shortlisted/selected/rejected/joined), and provide joining date and salary details for selected candidates. The system shall maintain a complete recruitment status trail for reporting purposes.
d) Recruitment Camp Coordination: The system shall provide facility to schedule recruitment camps and job drives at Migration Support Centres. Authorized users shall be able to map participating employers and eligible candidates to camps, record camp attendance, and capture camp-wise recruitment outcomes and feedback. - Attendance & Daily Stay Confirmation
a) Daily Presence Verification: The system shall provide facility for daily presence verification of candidates staying at Migration Support Centres. Attendance shall be linked to the candidate’s active accommodation period and shall be recorded with date and timestamp by authorized centre staff.
b) Attendance Marking & History: The system shall enable centre staff to mark candidates as present or absent on a daily basis. The system shall maintain a complete attendance history accessible to centre staff, administrators, and the candidate. Provisions for viewing attendance summary by date range, centre, and candidate shall be available.
c) Activity-Wise Attendance: For organized sessions, workshops, skill development programs, or counselling activities conducted at centres, the system shall provide facility to record activity-wise attendance separately, linking participants to specific activities with date and duration.
4.5 Notification & Communication
a) In-App Notifications: The system shall provide in-application notifications for key events including booking approval/rejection, job postings relevant to candidate profile, recruitment status updates (shortlisted/selected), camp schedules, and administrative announcements from JSDMS headquarters.
b) Email Notifications: The system shall support email notifications for critical events such as booking confirmation, selection/rejection by employers, and important announcements. Email configuration shall be managed through admin settings. - Reporting, MIS & Dashboards
a) Occupancy Reports: Centre-wise, floor-wise, and room-wise occupancy summary reports showing total capacity, occupied beds, vacant beds, and occupancy percentage. Reports shall be exportable to Excel and PDF formats.
b) Candidate Reports: Candidate registration summary, centre-wise stay history, accommodation duration reports, and attendance summary reports with filtering by date range, centre, and status.
c) Placement & Recruitment Reports: Job postings summary, applications received, shortlisted and selected candidates count, employer-wise placement status, and camp-wise recruitment outcome reports.
d) Employer Reports: Employer registration summary, active/inactive employers, job postings by employer, and recruitment outcomes by employer with export facility.
e) Post-Placement Monitoring Reports: Candidate-wise post-placement status showing current employment, salary range, employer details, and retention status for tracking placement outcomes.
f) Operational Dashboards: Role-based summary dashboards for State Administrator and Centre Head displaying key operational metrics, summary counts, and recent activity feed for quick operational decision making. - Master Data & System Administration
The system shall provide comprehensive master data management for all reference and lookup data including user roles and permissions, user accounts, centres, floors, rooms, beds, facilities, districts, departments, schemes, job categories, industry sectors, activity types, camp types, employer categories, and other configurable reference data. Admin users shall have full CRUD (Create, Read, Update, Delete) operations on all master data modules. The system shall support role-based access control ensuring each user type can access only the modules and data relevant to their role. - Live CCTV Monitoring
The system shall provide ability to map camera available at centre and enable centralized cctv real time streaming without change in infrastructure. - Technical Requirements
a) The system shall be built on a secure, modular, and role-based web application architecture ensuring separation of concerns and maintainability.
b) Frontend shall be developed using Angular framework. Backend shall be developed using ASP.NET Core with MySQL as the database.
c) The application shall be deployed on State Data Centre infrastructure. Staging and production environments shall be provided by the department.
d) The system shall comply with Guidelines for Indian Government Websites (GIGW) as applicable.
e) Security audit shall be conducted by the department or its empanelled agency. Any vulnerabilities identified shall be fixed by the vendor at no additional cost.
f) The system shall have a mobile-responsive design to enable access from mobile devices and tablets for field staff and candidates. - Scope Limitation & Change Management
The scope of this project covers workflow automation, operational management, monitoring, and reporting requirements as defined and agreed upon by the department during the SRS sign-off phase. Any third party integrations, advanced analytics, AI-based modules, biometric integrations, SMS gateway costs, or additional functionalities beyond the agreed scope shall be taken up separately based on mutual discussion, written approval by JSDMS, and subject to separate commercial terms as applicable.
General Instructions
- Bidders must study all instructions, terms, and requirements carefully. Submission of bid shall be deemed done after careful examination of the RFP.
- Tender Fee: Rs. 500/- (Non-Refundable) to be submitted online.
- EMD: Rs. 5,000/- (Refundable). MSME/Startup exemption applicable as per GoJ/Central Government norms.
- Bid Validity: 90 days from submission date.
- Submission: Online only through Online through GeM Portal.
- Maximum project cost is Rs. 1,50,000/-
- JSDMS reserves the right to reject any or all bids without assigning reason.
Important to note: EMD exemption shall be available to eligible MSME and DPIIT-recognized Startup bidders as per applicable Government guidelines.
